Arc her, City P 1 ann e rj nf-\' SUBJECT: Membership & Tasks Of Planning Commission Council member Schmidt requested that staff prepare a brief memorandum addressing his specific concern over the future work program for the Board of Planning. He has expressed that some of the items that I will present for consideration might have some affect on the proposed appointments of chairperson and new commission member. Present Tasks Of Board Of Planning 1. Preparation of Comprehensive Plan 2. Preparation of Revised Zoning Code 3. Conduct hearings and neighborhood meetings (if necessary) on Comprehensive Rezonings. Tentatively these tasks are scheduled for completion during 1981. Staff expresses a concern over the work program for the Board of Planning in 1982. Proposed Additional Tasks For Board Of Review The Board of Review under the proposed zoning code will be holding public hearings on development proposals. It is staff's opinion that the Board, similar to the Council, will have to meet twice a month to facilitate notice times for public hearings so as to not unduly delay the development process. It appears unnecessary to have the two separate Boards and to have 3 Planning Commission meetings per month. Consideration should possibly be given to uniting the Boards into one entity and to reduce the size of its membership. It is staff's opinion that a 5 member board meeting twice a month can adequately and most effectively undertake the tasks in 1982 for the Planning Commission. With those comments in mind, maybe its premature to appoint a new planning commission member. Council member Schmidt requested that I prepare this memorandum in order to give the Council an opportunity to start thinking about a possible restructuring of the Planning Commission.
