<br />City of New Brighton <br />January 27, 1981 <br /> <br />I <br /> <br />Mr. Van Jensen, 321 Old Highway #8, requested <br />information in regard to the center line of the <br />highway project. <br /> <br />Mr. Baily Ceta, affected property owner, property <br />located at 98th Avenue NW, questioned what <br />portion of his property was proposed to be <br />assessed, whether the entire drainage system <br />was included in this hearing, and stated he <br />was in favor of the highway improvement <br />but opposed to a storm sewer assessment. <br /> <br />Mr. Robert Pletscher, 546 Old Highway #8, <br />questioned why he was being considered for <br />assessment for the storm sewer as he had already <br />paid a storm sewer assessment on this property. <br /> <br />Mr. Jim Manning, 514 Old Highway #8, stated <br />he also had been assessed for storm sewer <br />on his property. <br /> <br />Mr. Allen Hammery, 1012 6th Street SW, <br />suggested the project be delayed until <br />inflation has been checked. <br /> <br />I <br /> <br />Motion by Schmidt, seconded by Benke to <br />continue the hearing for storm sewer Improvement <br />#78-7 to February 24, 1981 at 7:40 p.m. and <br />direct staff to review proposed drainage <br />area and to take proper action to publicly <br />notify additional owners if the present <br />area does not constitute the entire drainage <br />district. <br />4 ayes - 0 nayes - motion carried <br /> <br />Motion by Janecek, seconded by Schmidt to <br />approve the County reconstruction plans <br />for Highway #8 and to authorize the Mayor <br />and Manager to execute said plans and further <br />authorize the Mayor and Manager to execute a <br />Joint Powers Agreement with Ramsey County for <br />the construction of said project. <br />4 ayes - 0 nayes - motion carried <br /> <br />The Director of Public Works described <br />the proposed improvement. <br /> <br />I <br /> <br />Mr. Dan Haiva, attorney representing Mr. <br />Dick Aplikowski, applicant, spoke in <br />favor of the improvement and presented <br />the Council with photographs of the <br />affected area. <br /> <br />-2- <br /> <br />Proposed Improve- <br />ment - Foss Road <br />Storm Sewer <br />8:29 - 9:36 <br />
