<br />City of New Brighton <br />February 241 1981 <br /> <br />I <br /> <br />In answer to a question, Mr. Aplikowski <br />stated he has attempted to maintain the <br />present ditch by cutting weedsl and picking <br />up debris. He further stated siltation has <br />created problems. <br /> <br />Mr. Don Erickson, 1297 Imperial Lanel <br />requested that Council consider the <br />ramifications of MSA 116B before making <br />it's decision and requested that the <br />City Attorney respond regarding MSA 116B. <br /> <br />At the request of the City Council, the <br />Attorney reviewed MSA 116B as it pertained <br />to this project. <br /> <br />Nancy Fosterl 625 Riviera Drivel requested <br />information as to whether the City had <br />estimated costs related to cleaning the <br />ditch rather than piping as proposed. <br /> <br />The Mayor responded that the City was acting <br />on a property owner's request for a public <br />improvement pursuant to MSA 429. <br /> <br />I <br /> <br />Motion by Schmidtl seconded by Blomquist <br />to close the hearing. <br />5 ayes - 0 nayes - motion carried <br /> <br />After considerable discussionl including the <br />health, safetYI and welfare of the citizens <br />in the areal the Council acted in the following <br />manner: <br /> <br />Motion by Schmidt, seconded by Janecek to <br />waive the reading and adopt a RESOLUTION <br />ORDERING IMPROVEMENT AND AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR <br />THE CONSTRUCTION OF A STORM SEWER ALONG <br />FOSS ROAD, PROJECT #81-2. <br />4 ayes - 1 naye (Benke) - motion carried <br /> <br />The surveyor was present to answer questions. <br /> <br />I <br /> <br />Motion by Janecekl seconded by Benke to defer <br />action on the Plan consistency to March 10, <br />1981 and to refer the proposal to the Park <br />Board for review and report to the Council <br />prior to the March lOI 1981 meeting. <br />S ayes - 0 nayes - motion carried <br /> <br />Motion by Blomquist, seconded by Schmidt <br />to find that: <br /> <br />1. That the plan is generally consistent <br />and compatible with the New Brighton Plan; <br /> <br />-3- <br /> <br />Plan Consistency <br />Midwest Asphalt <br />Corporation <br />Report No. 81-24 <br /> <br />Arden Hills <br />Comprehensive Plan <br />Report No. 81-25 <br />
