<br />City of New Brighton <br />April 8, 1980 <br /> <br />I <br /> <br />Motion by Blomquist, seconded by Benke to find that in <br />accordance with MEQC Rule number 24B.b and the New <br />Brighton City Code that EAW is mandatory and the City of <br />New Brighton is the responsible agency; that the Council <br />in the review of the document finds that the proposed <br />development addressed by the EAW does not require an <br />EIS and that a Negative Declaration be filed with the <br />EQC; and that said conclusion is based on the findings <br />that: <br /> <br />1. The project is not a major action; <br />2. The project does not have the potential <br />for significant environmental effects; <br />3. The project is not of more than local <br />significance. <br /> <br />The City Council further directs staff to submit the required <br />copies of the EAW to the agencies that appear on the <br />Official EQB Distribution List and any other interested <br />persons. <br />4 ayes - 1 naye (Senden) - motion carried <br /> <br />I <br /> <br />Motion by Blomquist, seconded by Janecek to <br />continue the hearing on PUD #1 and R-115 to <br />April 22, 1980 at 7:S0 p.m. and further tb <br />direct staff to work with the developer to <br />address the following questions and concerns: <br /> <br />1. traffic and specifically the possibility of a total <br />of three access points using County Road "E", Silver <br />Lake Road and 5th Street. - <br />2. the generation of data on noise levels resulting <br />from the night shift. <br />3. solicit the opinion of the City Attorney of the <br />appropriateness of product assembly in a B-S <br />district. <br />4. the access location on County Road "E" should be <br />reviewed with the neighbors with the potential <br />that the entrance could be moved somewhat to the <br />east. <br />5 ayes - 0 nayes - motion carried <br /> <br />Council Business <br />The Police Chief was present to answer <br />questions. <br /> <br />Impounding <br />Contract <br />Sroga's Towing <br />Report No. 80-61 <br /> <br />I <br /> <br />Motion by Janecek, seconded by Schmidt <br />to authorize the Mayor and Manager to <br />execute a towing, storage, and impounding <br />contract with Sroga's Towing. <br />5 ayes - 0 nayes - motion carried <br /> <br />-5- <br />
