<br />~',I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to due call a special meeting of the New Brighton <br />City Council was held at 8:00 PM on April 28, 1980 in the <br />municipal building, 803 5th Avenue NW, New Brighton, Minnesota. <br /> <br />Present: <br /> <br />Mayor Senden, Councilmembers Benke, BlomqUist, <br />Janecek, Schmidt <br /> <br />Absent: <br /> <br />None <br /> <br />Also <br />Present: <br /> <br />Dennis Zylla, City Manager <br />Paul Holmes, Police Chief <br />Vernon Pederson, City Clerk <br /> <br />I <br /> <br />The Mayor stated the special meeting was called to discuss, <br />review, and consider police staffing. <br /> <br />The City Manager reviewed staff reports previously submitted <br />to the City Council. He displayed slides depicting present <br />patrol districts, response time for emergency situations, <br />non-emergency response time, staffing levels, staffing <br />alternatives, plus a review of the number of patrol officers <br />actually on duty in January, February, and March of 1980. <br /> <br />Councilmember Benke questioned staff on response time data. <br /> <br />Councilmember Blomquist questioned staff as to population <br />per district and calls to each district in the same time <br />frame. <br /> <br />Councilmember Janecek requested information on overtime <br />policies. Staff responded that present policy called for <br />court overtime only. <br /> <br />The Mayor requested information on training policy, sick <br />leave, staffing level and areas affected when a previous <br />City Manager put a hold on police hiring. <br /> <br />I <br /> <br />Staff responded the hold was in the investigative area of <br />the Police Department. <br /> <br />The Mayor further questioned staff in regard to policy <br />regarding patrol officers fallowing up on information <br />they have uncovered at the scene of the crime. <br />
