<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />April 28, 1980 8:00 PM <br /> <br />The Mayor with the consent of the Council directed <br />receipt and filing in the official minute book of <br />the following publications: <br /> <br />"Forces of Change in Policing" by Patrick V. Murphy, <br />President, Police Foundation, Washington, D.C. <br /> <br />"Police Department Affairs: Some Answers" by Bernard <br />L. Garmier, Senior Consultant and Charles D. Hale, Principal <br />Associate Public Administration Service <br /> <br />"Public Expects Too Much of the Police" by Colman McCarthy <br />Washington Post <br /> <br />"Sputtering Along: Reduced Consumption of Gasoline is <br />Reducing States' Tax Levies, Hurting Businesses" - Wall <br />Street Journal. <br /> <br />'l'he Mayor questioned staff 'as to the policy on use of <br />reserve officers. <br /> <br />The staff responded that legal requirements pre-empt use <br />of reserve officers as regular patrol officers. <br /> <br />Councilmember Benke requested information as to whether <br />response time would decrease with two districts. <br /> <br />Staff responded probably, however, hard to qualify. <br /> <br />Tom Morris, 2205 Sioux Blvd., Chair of the Civil Service <br />Commission, however representing only himself at this time, <br />stated he felt that the Council had the following respons- <br />ibility: <br /> <br />That they provide qualified, prompt, and effective pOlice <br />service. He further stated that in cases were a child <br />had stopped breathing, a rape had occurred or a serious <br />accident had happened response time was very important. <br /> <br />He further stated that according to a Citizen Study Committee <br />report that lout of 5 emergency calls are not responded to <br />in the average response time. Further that calls from <br />3 districts to 2 districts would increase response time, <br />that the City should have only qualified personnel and <br />that at this time of high inflation and high unemployment <br />more crime could be expected. <br /> <br />Phil VanTassel, 650 Continental Drive, appeared. He stated <br />he was a Minneapolis police sergeant who lives in New <br />Brighton. He suggested that based on his experience the <br />City is presently 5 or 6 men short on what he would consider <br />to be a minimum staff level. Stating further that the City <br />has no back-up for unexpected problems. He was very concerned <br />with the present staffing level, the pr.esent equipment <br />provided and stated that in ~inneapc~is each officer has <br />
