He <br />further questioned whether Council was aware of vicarious <br />liability. <br /> <br />Jean Moore, 1300 Imperial Lane, addressed the petition <br />presented to Council during the previous week. <br /> <br />The Mayor with consent of the Council directed official <br />receipt of the petition and filing in the official minutes. <br /> <br />Larry Evans, 645 3rd Avenue NW, stated the City is not <br />suited to taking police officers out of cars as we have <br />no sidewalks and concentration of population is not <br />conduoive to foot officers. He stated he was in opposition <br />to 2 districts or less officers and felt more, possibly <br />5 or 6, officers should be added. <br /> <br />Roy Rasmussen, 1337 Imperial Lane, suggested that with <br />high unemployment and inflation more crime could be <br />considered likely. <br /> <br />The Mayor and various Councilmembers suggested more <br />personal police contact with citizens would be beneficial. <br /> <br />Larry Evans suggested that officers have a jab and district <br />to patrol and there is not enough time to pursue personal <br />contact. If this is intended, more patrol officers would <br />be required. <br /> <br />Tom Morris stated the Council should be setting policies <br />and goals rather than daily operating procedures. <br /> <br />Dick McKenna, Long Lake Road area resident, suggested <br />that with high unemployment, more crime will occur in <br />suburbs like New Brighton. <br /> <br />Mayor Senden suggested that with increased efficiency <br />in Ramsey County dispatching police, other efficiencies <br />implemented during the last two years, the level of service <br />has increased, and prOductivity has increased. <br /> <br />Councilmember Schmidt requested information in regard to <br />CPR response time. <br /> <br />Staff responded that according to a Metropolitan Council <br />report recently received, if response time is over 4 minutes, <br />brain damage would likely occur in acute cases. <br /> <br />Councilmember Benke suggested that response time is not <br />a perfect way to gauge - call from citizen to dispatcher, <br />to officer, plus travel time, should be considered. <br /> <br />The staff explained staffing schedules with 21 patrol officers <br />for 3 districts or 20 patrol officers for 3 districts. <br /> <br />-3- <br />
