<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof a public hearing was held Tuesday, <br />August 5, 1980 at 7:30 p.m. in the municipal building, 803 <br />5th Avenue NW, New Brighton, Minnesota. <br /> <br />Present: <br /> <br />Mayor James Senden, Councilmembers Bob Benke, <br />Roger Blomquist, Jeanette Janecek, Steve Schmidt <br /> <br />Absent: <br /> <br />None <br /> <br />Also <br />Present: <br /> <br />Dennis S. Zylla, City Manager <br />Donn Wiski, Barton--Aschman <br />Kevin Locke, Barton-Aschman <br /> <br />The meeting was called to order at 7:37 p.m. Mayor Senden <br />announced that the purpose of the hearing was to consider <br />the General Development Plan for downtown New Brighton. <br /> <br />rl'he ci ty Manager made introductory comments acknowledg ing <br />the representatives from 13arton-Aschman. He indicated <br />that the downtown General Development Plan was a require- <br />ment of the downtown ordinance adopted by the City Council <br />in July of 1978. He stated the five design elements of <br />a gcncral development plan include: <br /> <br />L. Location and configuration of proposed buildings. <br />2. Location of public and/or private streets or ways <br />to serve existing or proposed development. <br />3. Location and size of pUblic and/or private parking <br />areas to serve existing or proposed development. <br />4. Special architectural or design regulations to control <br />development in the district. <br />S. Special signing regulations to control. district signing. <br /> <br />The City Manager presented a chronology of everlts regarding <br />recent downtown events (copy attached) which he claimed <br />showed that the City Council has taken very deliberate <br />steps throuqh out the process and through City Newsletters <br />has attempted to keep business people and others informed <br />of current events. He stated that the Downtown Advisory <br />Board approved the General Developn~nt Plan at their <br />July meeting and that both the Board of Review and the <br />Buard of Planning took similar acLion on July 15, 1980. <br /> <br />The City Council aCknowledged receipt of the minutes of <br />Julv 15, '!980 including the recommended chanqes to the <br />General uevelopment Plan requested by the Board of Planning: <br />
