<br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Meeting Report <br />Cable TV Meeting For North Suburban communities <br /> <br />To: New Brighton Cable TV Committee <br /> <br />Called By: Tom Curley, Chairman, Roseville citizens Advisory Commission <br />& City Councilman <br />Date: March 5, 1980 <br /> <br />Present for New Brighton: John Risdall, Dennis Kelley <br /> <br />Chairman Curley had invited representatives of Arden Hills, Shoreview, <br />New Brighton, Little Canada, St. Anthony, Mounds View, Vadnais Heights, <br />Falcon Heights, Lauderdale and North Oaks. Representatives from all the <br />cities except Falcon Heights, Lauderdale and North Oaks were present. In <br />addition Boo Zeller of the State Cable Board; Bob McDonald, past State <br />Board Chairman; Mr. & Mrs. Bill Wier, former Roseville Committee members; <br />Ralph Campbell, Assistant City Manager of Edina and representative of the <br />Southwest Joint Powers Group, and Bill Craig of Canadien Cablesystems were <br />present. <br /> <br />After much discussion, it was moved by the Representative from Little Canada <br />that Roseville propose to the State Cable Board a Cable Service Territory <br />made up of Roseville, Little Canada, Arden Hills, Shoreview, St. Anthony, <br />Falcon Heights, Lauderdale, New Brighton, Vadnais Heights, Mounds View <br />and North Oaks. John Risdall seconded. A unanimous voice vote in favor <br />followed. <br /> <br />During discussion the representative from Little Canada said their City <br />Coun~il had passed a statement of intent stating tha~ they were in favor <br />of being in a Cable Service Territory with Roseville and other North <br />Suburban communities. <br /> <br />Bob Zeller said that in the past, only Joint Powers Groups had proposed <br />and succeeded with multicommunity territories. But that he felt if each <br />community had a statement of intent similiar to Little Canada's, that the <br />State Bo~rd would pass on the North Suburban CST favorably. A step below <br />the statement of intent, would be a resolution not objecting to the CST. <br />CST. dOes 'nQt mean that we must form a joint powers group with all or any <br />of the communities in the CST. It simply means that our community is one <br />of those activated at the same time. Bob Zeller noted that Coon Rapids <br />and Spring Lake Park were both recently designated a CST by the State <br />Board and that Spring Lake Park is on the verge of selecting a vendor <br />(Northern Cablesystems which services Fridley) independent of which <br />decision Coon Rapids makes. Bob Zeller indicated that each City council <br />has the final decision on which vendor it chooses to service the community. <br /> <br />All of the representatives felt that the economies of all the communities <br />going together should oe explored for many reasons--but that a Joint Powers <br />Agreement is somewhere downstream, if there will ever be one. <br />
