<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />October 23, 1979 <br /> <br />entitled AN ORDINANCE AMENDING SECTION 2-18 OF THE NEW <br />BRIGHTON CITY CODE CONCERNING SALARIES OF MAYOR AND <br />COUNCILMEMBERS. <br />4 ayes - 0 nayes - motion carried <br /> <br />Award of Bid <br />Improvement 79-15 & 16 <br />Report No. 79-507 <br /> <br />The Director of Public Works reviewed the <br />tabulation of bids for improvements 79-15 <br />and 16. He further stated that PCA had <br />declared a thirty (30) day moratorium on <br />issuance of permits for sewer construction <br />which is presently being considered by the <br />PCA which could potentially delay the issuance <br />of a permit to the City to connect said sewer. <br />He related that in a conversation with one of <br />the petitioners, Richard Ernst, Mr. Ernst <br />had urged award of the bid and construction <br />of the utilities with connection to occur <br />when the permit is issued. Mr. Thomas Brickner, <br />the other petitioner for said improvements, <br />was present and stated he also urged Council <br />to award the bid at this time acknowledging <br />that he was aware that connection to the <br />sewer system could not occur until a permit <br />is issued. <br /> <br />Motion by Janecek, seconded by Blomqu~st <br />to receive the Administrative Minutes and <br />award the bid for project 79-15 & 16 to <br />Deluxe Construction, Inc. in an amount <br />of $148,229.30 contingent upon the receipt <br />of irrevocable letters of credit from the <br />petitioners and to direct the Mayor and <br />Manager to execute the contract. <br />4 ayes - 0 nayes - motion carried <br /> <br />The Director of Community Development <br />reviewed the October IS, 1979 St. Anthony <br />School Board meeting and the four bid <br />proposals that were received. It was <br />noted that the property is zoned R-l <br />single family, that the comprehensive <br />plan designates the property for a <br />public type of use and an R-l zoning <br />classification. <br /> <br />Status Report - <br />Silver Oak Elementary <br />School <br /> <br />Mr. Gary polaczyk, 187 17th Avenue SW, <br />was present and stated that he was <br />representing a number of the neighborhood <br />residents. Mr. Polaczyk stated that <br />they wanted the Council to know the <br />neighbors were strongly in favor of a <br />non-tax exempt residential use for the <br />site.
