Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Frischman <br />II. Roll Call <br />Members Present: Commissioners Budzynski, Frischman, Harreld, Norton, Samuelson <br />Members Absent: Commissioners Heinrich, Meyer, Trevorrow and Council Liaison Gina <br />Bauman <br />Chair Frischman asked that the minutes reflect that Council Liaison Gina Bauman has been here <br />1.5 times in the last year. <br />III. Minutes of February 4, 2009 <br />MOTION BY BUDZYNSKI, SECONDED BY SAMUELSON, TO APPROVE THE MINUTES <br />OF FEBRUARY 4, 2009 AS SUBMITTED. MOTION CARRIED. <br />IV. Trails Committee Update — Adam Parker; Chair <br />Adam Parker stated he and the Mayor and Public Works Director,; attended a meeting on the <br />Highway 96 project. The desire is to have trail access to connect to New Brighton. One of the <br />options showed a trail over the 35W bridge and connecting to New Brighton. It is one of three <br />plans and it is not known if this is the plan that will be chosen. The Committee also discussed <br />the area of Hwy. 96 down Old Highway 8 to Lang Lake Road. We hope to have improvements to <br />have a trail on that stretch of road. Also we will have some information in the City's "In the <br />Neighborhood" publication. We hope to gent as much trail access to the City of New Brighton as <br />possible. Parker stated there will be an environmental study. That will take about 4 or 5 months. <br />Within this timeframe, Ramsey County will decide on one of the 3 proposals. The proposals can <br />be found on the Ramsey County website at www.co.ramseymn.us . Parker noted that none of the <br />3 scenarios showed improvement (widening or replacement) to the 35W bridge. <br />Harreld said there' will be discussions about making future connections with other communities <br />like Fridley; in particular the rail stop in Fridley. We will look at different scenarios as to how we <br />can access that. We are looking at the area of 81h Street and 10th Street. See if we can come up <br />with improvements for these areas. <br />Parker said he encourages everyone to come to a Trails Committee meeting. <br />Budzynski stated that he learned Mounds View plans to put stoplights on Silver Lake Road and <br />County Road H. His concern is the Rice Creek Trail that crosses Silver Lake Road there at the <br />railroad tracks. Nobody stops at that area. If the stoplight goes in there and the light is green, it <br />could be a very dangerous situation. Something may need to be done at the crossing. Budzynski <br />stated he stopped going that way because it is dangerous. Kids use that to go to and from school. <br />Parker said he would like to have that brought up at the next meeting. Safety is another role that <br />this committee plays. <br />Budzynski stated that it would be nice to have a Council representative here so they could hear <br />these types of topics so they could be brought back to the City Council. Budzynski stated he <br />doesn't feel we get adequate representation back to the Council. <br />
