A I <br />consultant recommended a complete repaint of the interior and exterior of the water tower. The City <br />advertised for bids in February 2009. Two options were bided; a complete repaint of the entire tower or a <br />spot repair interior wet. Also there were two schedule options, continuous and a split schedule, it was stated <br />that the City could function with the tower out of service with careful monitoring. The budget allowed for <br />$1.25 million. Seven bids were received, ranging from $827,000 to $1.5 million. Staff recommends <br />awarding the project to MK Painting, Inc. with the continuous schedule, option A; a complete repaint <br />Councilmember Doing reported the costs were elevated because the anginal coating on the tower is lead <br />based paint, and special procedures need to be followed in removal of the paint. <br />Councilmember Burg questioned the impact of project corning in `' under budget". Mr. Lotter responded the <br />exams can be rolled into projections for upcoming projects. <br />Motion by Councilmember Bauman, seconded by Councilmember Burg to accept the bids and <br />award the contract for project 09-1, South Water Tower painting to the love bidder, MK painting Inc. <br />in the amount of $1,029,700. <br />5 Ayes, 0 Nays, Motion Carried <br />3. Consideration of Creekview Park Tower Lease Agreement with New Cmgular Wireless <br />PCS/AT&T. Report No.09-096. <br />Director Wyffels reportes AT&T is proposing to construct a 61 -foot monopole telecommunication tower <br />with six panel antennas mounted flush with the tower. This tower would replace the existing 60 -foot tower <br />that houses the emergency siren, The emergency siren would be transferred to the top of the proposed 61 - <br />foot tower. In addition, the radio antenna mounted on the existing pole used for the water plant SCADA <br />system will be relocated to the new pole. Under the terms of the lease agreement, AT&T would lease a <br />portion of the Well House 12 site for a 61 -foot monopole antenna tower, 750 square feet of ground space for <br />an equipment pad., a 12' x 20' equipment shelter at the base of the monopole and right of way for ingress, <br />egress and utilities. The agreement with AT&T is for a 20 -year period with an initial 5 -year term and three <br />5 -year renewal periods. The rent payment is $16,800 annually, prorated for the first partial year of 2009 <br />commencing no later than May 1, 2009. In subsequence years the rent will be annually adjusted upward by <br />the Consumer Price Index or 4%, whichever is greater. Councilmember Phillips shared his opinion on while <br />he is not in favor of cell towers in parks; ,Creekview park is not typical of other city parks, and this tower is <br />not in the park area. <br />Motion by Councilmember Burg, seconded by Councilmember Phillips to (subject to the approval of <br />the City Attorney) authorize the City Manager and the Mayor to enter into Tower Lease Agreement <br />between the City of New Brighton and New Cingular Wireless PCS, LLC (AT&T) for property <br />located at 7400 Mississippi Street located on the Well House 12 site located at the northeast corner of <br />Silver Lake Road and Mississippi Street at Creekview Park. <br />5 Ayes, 0 Nays, Motion Carried <br />3.
