Box 120786 <br />New Brighton, MN 55112-0024 <br />RE: Request for Information—Bell Lumber and Pole Co., New Brighton, Minnesota <br />Dear Mr. Bell: <br />The Minnesota Pollution Control Agency (MPCA) was provided information that Bell Lumber and Pole <br />Co. (Regulated Party), in New Brighton, Minnesota has changed their operation, On March 12, 2009, <br />during a meeting between your facility, the City of New Brighton, and state agencies, which included the <br />MPCA, it was revealed that the Regulated Party has increased production. The increase in production <br />consists of installing an additional wood treatment line that may change your air quality permit status. It <br />was also determined that the Regulated Party voided their air permit in 1996 because they were operating <br />under permit thresholds limits. <br />In order to evaluate compliance with regulations, statutes, rules, or permit conditions, the MPCA staff <br />needs more information. The MPCA is requesting the information below pursuant to Minn. Stat. § <br />116.07, subd. 9, Minn. Stat. § 116.091, subd. 1, and Section 114 of the Clean Air Act, 42 U.S.C. Section <br />7414. The state of Minnesota has been delegated Section 114 authority by the United States <br />Environmental Protection Agency, <br />The MPCA requests the following information: <br />1. Provide the MPCA with the date the Regulated Partyvoided their air permit and justifications that <br />supported voiding this permit. <br />2. Provide the MPCA with a copy of the most recent performance test results that utilized EPA Method <br />25. This was discussed at the meeting with Bell Lumber staff and was completed in approximately <br />2006, <br />3. Provide the MPCA with documentation of when the second treatment line was installed and provide <br />calculations that justify that the Regulated Party has not crossed permit thresholds after equipment <br />additions. <br />4.
