Legislative History: NA Financial Impact: None Explanation: The Certificate of Achievement for Excellence in Financial Reporting has . been presented to the City of New Brighton for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ended December 31, 2007. A Certificate of Achievement for Excellence in Financial Reporting is presented by the Government Finance Officers Association of the United States and Canada (GFOA) to government units whose comprehensive annual financial reports (CAFRs) achieve the highest standards in government accounting and financial reporting. Attainment of the Certificate of Achievement represents a significant accomplishment by the City and its management. The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the CAFR. The GFOA is a nonprofit professional association serving approximately 15,000 government finance professionals with offices in Chicago, Illinois, and Washington, D.C. The City has been presented this award for 18 consecutive years. The preparation of the CAFR could not have been accomplished without the efforts of all members of the Finance Department, especially Kevin Mannetter.
