Staff recommends entering into a contract with the low bidder, Ellingson <br />Drainage in the amount of $180,090.04. Please see the attached recommendation letter and Abstract of Bids from <br />the City's engineering consultant Bolton and Menk, Inc. <br />Legislative History: This project was first presented to the City Council at a Work Session on March 27, 2007, <br />and then again on January 9, 2009. On January 13, 2009, the City Council approved entering into a contract with <br />Bolton & Menk, Inc. to provide engineering services for the project. The project plans and specifications were <br />approved by Council on April 28, 2009. <br />Financial Impact: This estimated total project cost approved by the council was $310,000.00 which included <br />$247,000.00 for construction costs. <br />The following four bids were opened by staff at 11:00 a.m. May 20, 2009: <br />1. Ellingson Drainage $180,090.04 <br />2. GM Contracting, Inc. $218,069.66 <br />3. Penn Contracting, Inc. $230,960.00 <br />4. Northdale Construction, Inc. $309,119.62 <br />Explanation: This project consists of relining of Lift Station 7 located at 650 Cleveland Avenue and the <br />installation of approximately 1,955 feet of sanitary sewer forcemain to replace the deteriorating existing pipe. <br />This lift station sewer system serves all of the New Brighton properties south of Stowe Avenue including the <br />businesses along County Road D (Perkins, etc.). Once the project is complete Ramsey County will mill and <br />overlay Cleveland Avenue from County Road D to County Road E2. <br />The project schedule is as follows: <br />May 20, 2009 Bids were opened <br />May 26, 2009 Award Project to low bidder <br />June 15, 2009 Begin Construction <br />July 31, 2009 Project Completion <br />Costs and Funding: This project has been programmed to be constructed in 2009 and is to be funded from the <br />Sanitary Sewer Improvement fund. <br />K?? &k~, IV-61?w? ? <br />Grant M.
