11rOf Report Number 09-143 <br />B Agenda Section VI -6 <br />the city chat works For you Council Meeting Date dune 9, 2009 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF PROFESSIONAL ENGINEERING SERVICES <br />FOR CITY PROJECT 09-9, OLD HIGHWAY 8 NW WATERMAIN UPGRADE. <br />DEPARTMENT HEAD'S APPROVAL: (,,As( <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br />Recommendation: To authorize staff to eilt6r into a contract with Bolton & Menk, Inc. for engineering services <br />in the amount of $29,350 for design of City Project 09-9, Old Highway 8 NW Watermain Upgrade. <br />Legislative History: The existing 8 -inch cast-iron watermain to be upgraded was constructed in 1963. <br />Financial Impact: This project is similar to City Project 09-3, Lift Station #7 and Cleveland Avenue Forcemain <br />Improvements since this project is primarily going to be directionally drilled instead of open cut. For that project, <br />Engineering proposals were sent to Bolton & Menk, Inc. and Bonestroo for engineering services and Bolton & <br />Menk's proposal was significantly less expensive than Bonestroo. Bolton & Menk is recommended for selection <br />for engineering services for this project due to the similar work scope and similar corresponding design fee. This <br />project including engineering and contingencies is estimated to cost between $125,000 and $175,000. As this <br />project is designed, a more refined cost estimate will be provided to the Council. <br />Explanation: Currently, only an 8 -inch loop serves the entire NE portion of New Brighton. Some of the <br />industrial businesses along the Old Highway 8 NW corridor have experienced low flow alarms when the 8 -inch <br />loop is disrupted. Given our current system demand from the industrial park located north of Highway 96, a new <br />hotel at Highway 96 opening this December, and the future water demand of the Northwest Quadrant area, it is <br />strongly recommended the 8 -inch loop be upgraded to a 12 -inch loop. <br />As part of the Old Highway 8 Reconstruction project, a 12 -inch watermain was constructed from 1-694 and <br />extended past the Long Lake Regional Park entrance. We are proposing to connect into the 12 -inch stub near the <br />park entrance and directionally drill 2,800 linear feet of watermain along the west side of Old Highway 8 to south <br />of Applewood Point's water service line located just north of Highway 96. By constructing this watermain in <br />2009, the new 127 unit hotel currently under construction and scheduled to open this December will not be put <br />out of service. The remainder of the loop will be coordinated with future construction projects in upcoming years. <br />Also, included in this project is an access trail to the existing sanitary sewer as shown on the attached drawing. <br />June 9, 2009 Consultant Selection Approved By Council <br />August 11, 2009 Council to approve Plans and Specs, Authorize Advertisement <br />September 22, 2009 Award Project to lowest responsible bidder <br />September 28, 2009 Notice to Proceed <br />October 30, 2009 Project Complete <br />Costs and Fu ding: The watermain has been programmed in the water rates to be constructed in 2009 and will <br />be funded fr m the Water Improvement fund.
