WORKSESSION MATERIALS <br />b % Of <br />LBRKI" <br />WC ril y that works for yOu <br />Memo <br />To: New Brighton City Council <br />From: Sandy Breuer, Director of Parks and Recreation <br />Subject: Consideration of Family Service Center Roofrenovation <br />Date: June 17, 2009 <br />Background: <br />The current Family Service Center (FSC) roof material was installed in 1994 when the building <br />was constructed. In late 2009 the roof will be 15 years old and has shown consistent increases <br />in the amount of leaks taking place each year. In addition, a recent safety inspection with Loss <br />Control Services found the concrete walk -way pavers to be a "trip and fall hazard" and <br />recommend the removal and replacement of all broken pavers. All warranties for the roof have <br />expired and the increases in repair costs are difficult to endure in the Family Service Center <br />operating budget. The renovation of the FSC roof has been scheduled in the 2009 non -fleet <br />plan. <br />Staff has worked with Inspec to complete a Pre -Design Study of current roof conditions <br />(attached). The study found multiple issues with the roof and concluded the following: "The <br />City would be best served by replacing the roof membrane." <br />Parks and Recreation Staff were directed to contact Ramsey County Library to see if they were <br />interested in the expansion (3rd floor) of the FSC. <br />Staff shared the following with Council in their Friday Memo on May 22, 2009: Staff met with <br />Library Director, Susan Nemitz on Monday, May 18th to determine their interest in a library at <br />the Family Service Center. Ms. Nemitz indicated a strong interest in the FSC, but on a much <br />more limited space needs than a third floor addition. She indicated that she would be interested <br />in approximately 5,000 square feet and first level access. She stated that library patrons want <br />quick access and treat a trip to the library as an errand; hence the library has moved to <br />operating more like a retail business. The library also likes to locate in a commercial district. <br />The library has a similar joint venture is in place. The Ramsey County Library currently <br />occupies space at the N. St. Paul Community Center. This library is 2,800 sq. feet. The library <br />pays $1.00 per year for the space and has a 20 year lease. <br />The FSC has its drawbacks; those being parking (competing with large events scheduled at the <br />FSC), lack of a drive -up book drop off area, and a current tenant on the first floor. <br />I: CounciVReports/2009/Parks and Recreation/Roof Work Session 623.09 <br />
