One of the neighboring <br />libraries, such as Arden Hills, would need to be closed and sold so there would be funds <br />available for a new library. <br />11 <br />Although the library director stated interest in having a library at the FSG, they are not interested <br />in building a third floor onto the FSC for that purpose. <br />Staff plans to revisit the FSC roof issue with council at an upcoming work session. <br />Investment: <br />The investment needed to replace the Family Service Center roof membrane is estimated <br />below: <br />• Replacement of EPDM membrane including 10% insulation: $310,000 <br />• Probable mechanical work: $40,000 <br />• Design process, construction documents and bid process $9,000 <br />• Construction observation and testing 5 200 <br />$364,200 <br />Funding Mechanism: <br />In the FSC non -fleet budget, the scheduled replacement cost for the FSC roof for 2009 <br />is listed in the amount of $294,800. However, there have been no installments made to <br />this line item. <br />As of December 31, 2008, the current FSC non -fleet budget has a total cash fund <br />projected at $506,273. This dollar amount represents installments on over 40 future <br />items that will need replacing. If the funding was used for the roof, this would have a <br />serious impact on all other items that were scheduled to be replaced, beginning in 2009 <br />and for many years following. The non -fleet budget has been underfunded for many <br />years and as a result it will not be able to keep up with the needs of the facility. <br />Other Funding Scenarios: <br />1) Park Dedication — this funding mechanics is not as option as this is a repair to a <br />structure, not a new structure. <br />2) Use Parks non -fleet funding — this fund is underfunded more that the FSC non - <br />fleet fund. <br />3) Internal borrowing — two other possible sources would be the community <br />reinvestment fund or the $390,000 FSC bond; the direction from the current <br />council has not favored use of these funds in the recent past. <br />Staff is looking for council recommendation on what funding mechanism they would like <br />to proceed with. <br />1.
