Consider Ordering Project 08-7, Safe Routes to Schools — Silver Lake Road Bridge Improvements, <br />Approve Plans and Specifications, and Authorize Advertisement for Bids. Report No. 09-149. <br />Director of Public Works Grant WyffeIs explained the proposed project, consists of pedestrian -related <br />enhanceanerits and safety improvements to the Mn/DOT Silver Lake Road Bridge over I694. Work <br />includes the removal of the existing chain link fend installation of new ornamental metal railing at the edge <br />of the east edge of the bridge sidewalk and on top of the existing concrete bridge barrier, and crosswalk <br />modifications to the `pork chop" at the entrance ramp to east bound 1694. Director Wyffels explained upon <br />Council's approval, the bid opening would be August 6, 2009, with awarding of the bid occurring by August <br />25, 2009. Completion would be November 2009.$100,000 of the $175,000 Safe Routes to School (SRTS) <br />grant awarded in 2007 will be used to fund the project Up to $50,000 in funding for the remainder of this <br />project will come from excess MSA funds residing in Fund 422. These MSA funds will be used for the <br />rebuilding of the free -right turn lane and the "park chop" area The council noted that they preferred the <br />ornamental railing over the chain link fencing option, for both the esthetic factor as well as durability factor. <br />Motion by Councilmember Phillips, seconded by Councilmember Doffing to authorize the <br />advertisement for bids for the project 08-7, Safe Routes to School, Salver Lake Rd Bridge <br />improvements, with Option 1 fencing, with an alternate for curbing and a New Brighton Logo on <br />each fence section. <br />5 Ayes, 0 Nays, Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />City Manager --Dean Lotter <br />City Manager Lotter reported he will be attending an operating committee meeting with North Metro <br />Mayors Association to discuss joint purchasing options amongst its members. A tour of the North St. Paul <br />Library is scheduled for June 11''. On June 17th there will be a meeting with colleagues in neighboring cities <br />and school districts to discuss more efficient ways of operating. A meeting is scheduled for June 18 with the <br />Teamsters, LELS and Sergeants to finalize the furlough discussion. <br />Councilmember Gina Bauman <br />Councilmember Bauman congratulated the graduating classes from Irondale and Mounds View High <br />Schools. <br />Councilmember David Phillips <br />Councilmember Phillips reported the next Planning Commission meeting is scheduled for June 10, there are <br />no development proposals on the agenda A citizen study group may be formed to look at the City's <br />Temporary Sign Ordinance. <br />3 of 4 <br />Count Busineas <br />1.
