C: Approved <br />Baker inquired if the MPCA noise levels were recommendations or requirements. Gundlach replied that <br />the MPCA does provide a noise standard, which is not in the City Code. Danger asked if the kitchen <br />exhaust fans were also reviewed for noise levels, since they can be significantly louder than mechanical <br />units. Gundlach stated that in her opinion the existing hood vent is the loudest; however this unit will be <br />removed and not replaced. Howard asked which units staff is recommending moved the basement of the <br />building. Gundlach replied that staff had recommended that the two remaining units be either moved to <br />the east side of the building or placed in the underground parking garage. However, staff has received a <br />letter from the mechanical contractor stating that the life of the units would be significantly impacted by <br />placing them in the garage. Staff has not heard what the cost would be to move the remaining two units <br />to the east side of the building. Danger asked what type of sound screening is proposed to screen the <br />mechanical units. Peter Pfister, Pfister Architects, replied it would be a five-foot high wood stud wall <br />with insulation and the interior surface will have a sound absorbent material placed on it. Zisla asked <br />Pfister to expand on the comment that the new air conditioners would be about as loud as a home air <br />conditioner unit. Pfister replied that the new units would be around 76 decibels versus the 80-85 decibels <br />that are currently on site, which is significantly quieter and the same decibel level as a home air <br />conditioner. <br />Phillips asked if more roof top equipment is proposed. Pfister replied that there is no new roof top <br />equipment in this proposal. <br />Schiferl asked how the berm will be built back up. Gundlach replied that the berm would remain, but <br />much of the existing plant materials would be removed and replaced with new plants and trees. Schiferl <br />recommended additional landscaping screening would be needed in addition to the proposed landscaping <br />plan. Rick Wriskey, City Forester, stated that some of the proposed changes should be sufficient, however <br />he acknowledged that additional landscaping could be added such as shrubs. <br />Elizabeth York, Vice President for Silver Crest Properties, stated that the renovation is needed to update <br />the building and would allow several new activity spaces for the residents. <br />Ron Olson, 2026 28th Ave NW, represents the neighbors on 28th Ave NW, opposes this proposed addition. <br />He gave a history of the property and the neighborhood involvement to help improve the property. <br />Mary Lidbury, 2025 28th Ave NW, opposes the proposal due to mechanical noise and poor landscaping. <br />Lara Fehlen, 2023 28th Ave NW, opposes the proposal due to poor landscaping. <br />Ory Kraus, 200128 Ih Ave NW, opposes the proposal since he believes the buffer zone is inadequate. <br />Pat McDonald, 2007 281h Ave NW, opposes the project due to deterioration of trust with owners of <br />Brightondale and is concerned that what is being proposed would not be maintained by the owners. <br />Olson approached the Commission and gave a summary of the neighbor concerns. <br />Schiferl asked the applicant how the building would be used for large meetings. York stated that most <br />large meetings would be held at Meadowood Shores, with Brightondale dedicated to the residential <br />meetings. <br />Zisla asked Olson if there is a homeowners association. Olson replied that the two four plexus have an <br />association, the rest do not. Zisla wondered if this is an opportunity to create a new PRD declaration to <br />include the neighbors and Brightondale. Gundlach stated that this has not been contemplated. Phillips <br />
