That the sign plan will not impede the normal and orderly placement of signs on surrounding properties. 7. he Planning Commission and City Council determined that all the findings of Section 9-041 have been met. 8. he Planning Commission and City Council reviewed the proposal in accordance with the flowing Special Use Permit conditions of Zoning Code Section 8-130: That the establishment, maintenance, or operations of the special use will not be detrimental to or endanger the public health, safety, morals, comfort or general welfare. b. That the special use will not be injurious to the use and enjoyment of other property in the immediate vicinity for the purposes already permitted, nor substantially diminish and impair property values within the neighborhood. That the establishment of the special use will not impede the normal and orderly development and improvement of the surrounding property for uses permitted in the district. 1.
