Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Frischman <br />II. Roll Call <br />Present: Commissioners Frischman, Harreld, Heinrich, Meyer, Norton, Samuelson, Trevorrow, <br />Council Rep. Burg, Director of Parks and Recreation Breuer, Office Assistant Olson. <br />Also present: Recreation Coordinator Jeanna Hyovalti, Recreation Supervisor Andy Soltvedt, <br />Officer Hamdorf and Youth Rep. Mark Gafken. <br />III. Minutes of May 6, 2009 <br />MOTION BY HEINRICH, SECONDED BY NORTON, TO APPROVED THE MAY 6, 2009 <br />MINUTES AS SUBMITTED. MOTION CARRIED. <br />IV. Trails Committee Update — Adam Parker; Chair <br />Parker stated there is consideration of a bike event for Stockyard Days in the next year or two. <br />Speed monitoring equipment will be put out and we will be monitoring traffic along the bike lane <br />on Long Lake Road. There was discussion about the Old Hwy 8 trail enhancement project. We <br />will be making a recommendation on the choice of path for this and the recommendation will be <br />forwarded to Public Works Director, Grant Wyffels. Many Trails Committee members will be at <br />the meeting tomorrow evening with the Arden Hills Parks Commission regarding trails and <br />connectivity between the two cities. The next Trails Committee meeting will be August 5`h at <br />5:30 p.m. at City Hall. <br />V. Skate Park Update — Youth Representative <br />Breuer gave an update on the skate park. Last month a public hearing was held. We had a petition <br />from residents to close the skate park, then two more petitions to keep it open. At the public <br />hearing we heard from the public for over 2 hours. A recommendation was made to Council <br />based on all the information from residents and users, to maintain and keep the skate park open <br />with stipulations from the youth that they would help pick up litter, report vandalism and any <br />undesirable behaviors they saw in the park and the Parks, Recreation and Environmental <br />Commission requested that a youth representative report monthly to Parks, Recreation and <br />Environmental Commission so that you could be kept up to speed. In addition, Breuer stated she <br />attended two meetings with the youth which Public Safety is spearheading. The next meeting is <br />June 15`h. Residents and users are welcome to attend those meetings at Freedom Park. Officer <br />Hamdorf is present and he is spearheading this project for Public Safety, as well as a youth <br />representative, whom he will introduce. Officer Hamdorf introduced Mark Gafken. Gafken stated <br />he would update the commissioners on what the youth are doing. After they are done skating they <br />are riding around, picking up trash in the park trying to keep it clean. He has not had to make one <br />call on any graffiti, vandalism or drugs. They have made it clear to everyone that there will be <br />consequences if they bring that stuff around our park. They have met with Chris of Park <br />Maintenance who will be giving them paint for the skate park. <br />Officer Hamdorf stated at the first meeting they talked about the condition of the park. They <br />looked at the skate park area and found some things that needed fixing, including a water pooling <br />issue and we were able to take care of all these things at a minimal cost. Plywood on the side was <br />bad. This will be painted to spruce it up. We are trying to make it more attractive. Public Safety <br />has been facilitating discussion but the users have been running the show. We have been <br />trespassing some of the offenders in the park.
