Page 2 <br />these people to stay out of the park. There has been discussion about fund raisers in the future. <br />Will add bench and picnic area on the west side in the shady areas. There is a noticeable <br />difference in the cleanliness of the park now compared to a month ago. We have been working <br />with the School District and informing Pike Lake staff. They have been very supportive. They are <br />helping with smoking issues. <br />Frischman inquired if Gafken has seen more residents up there helping out. Gafken stated he <br />has. He also has seen more new kids on the skate park which is really cool. <br />Frischman stated Parks, Recreation and Environmental Commission backs these youth 150%. <br />We want you to be successful, if there is something that you need, feel free to step forward and <br />vocalize it to anyone of us. <br />Trevorrow inquired whether or not the climbing wall gets used. If yes, will it be painted? <br />Breuer stated it will be painted and it does get used in the summer by the "Y" Daycare and by our <br />Ed -Ventures Daycare. <br />Heinrich stated going to the park and having an adult presence there is helpful. <br />Meyer spoke to Mark Gafken and told him what he is doing now will have long range benefits <br />for the whole community. <br />V. Correspondence <br />A. Council Report — Council Member Mary Burg <br />Burg stated she was really proud of the youth. Council did approve to move <br />forward with this. Council has worksession/team building in the winter. We have <br />items that we would like the Council to discuss. There were a lot of things on the <br />list so we created an additional Tues. (I" of the month) to talk about these things. <br />This months discussion was on our legal representation. We developed an RFP. <br />Every three years we review all of our professional services; and every 6 years do <br />an RFP. Also discussed land use issues. Group of residents will review our sign <br />ordinance. Will have a group of 7 to give us recommendations. Met with the New <br />Brighton/St. Anthony School District. Just to talk about things we both have in <br />common. We refinanced some of our general obligation bonds. The City has a AA <br />rating which is very high. Saved over $100,000 by refinancing. <br />VI. Public Hearing <br />A. Storm Water Pollution Prevention Plan — Kerry Thorne <br />Kerry Thorne stated this is the 7th year New Brighton has done a hearing on the <br />Stormwater Pollution Plan. This is a requirement by the Federal government. EPA <br />was created to help with water quality. It was found that most of the pollution <br />comes from industry and point sources. They developed a system of permits <br />which did help to improve water quality until about the 1980's when it started to <br />get worse again. They investigated and found that most of the pollution today is <br />not coming from point sources but non -point sources such as rain water off the <br />land and coming off properties. The only place the Mississippi River meets the <br />water quality standard is the first mile after the sanitary sewer in pig's eye. The <br />water coming from the treatment plant is cleaner than what is washing off the <br />land. <br />
