FINDINGS <br />Section 9-041 (1) (C) <br />Section 9-041 (2) (C) <br />Section 9-041 (4) (A — D) <br />Section 8-130. Special Use Standards <br />AMENDMENT ANALYSIS <br />This existing Comprehensive Sign Plan was approved in 2005 and is attached as Exhibit H. In <br />an effort to fully understand the impact of the proposed amendment, staff provided a matrix that <br />outlines what the 2005 plan allows, what is built, and what amendments are proposed. This <br />matrix is attached as Exhibit G. Rather than provide an explanation for each proposed <br />amendment, staff wanted to highlight several points that should collectively provide the basis for <br />all the amendments proposed: <br />• The PSC chose to construct ground signs in place of wall signs (in no case were both a wall <br />and ground sign constructed for the same purpose). <br />• Small (under 6 SF) signs were used at driveway entrances and doorways for directional <br />purposes. Some of these were contemplated in the 2005 plan and some were not. Typically, <br />directional style signs are exempt from obtaining permits. <br />• City Hall took on a tenant in 2008. In effort to provide affordable identification for this <br />tenant several small window signs were used, including on the overhead door, as that was <br />part of the rented space. <br />• The FSC has been considering wall sign needs along the I-694 fagade. It was determined <br />that in order to provide advertising for all the services provided at the FSC (not including <br />their tenants), more than 200 SF of wall signage would be required at this facade. Staff has <br />recommended that uniform fonts be used to create a uniform look. <br />• The FSC is a unique facility as it serves many functions, including meeting/event center. <br />Because of this, temporary signage needs differ from the typical business in New Brighton. <br />Further, many of the events are civic in nature and under the current code (Section 9-040 (F)) <br />would not have to obtain a temporary sign permit if approved by the Council. In light of <br />these points, temporary signs have been addressed in the following ways: <br />o One, fixed location shall be used to display temporary signage on the FSC site. <br />o Only one sign/event may be displayed at a time. <br />o Events that are civic in nature are exempt from having to obtain a Temporary Sign <br />Permit <br />o Non -civic events must obtain Temporary Sign Permits. <br />o Instead of two, 30 day permits — ten, 14 day permits would be allowed for non - <br />civic events held at the FSC. <br />SPECIAL USE PERMIT CRITERIA <br />Zoning Code Section 9-041 (4) outlines the following findings to consider when approving a <br />Comprehensive Sign Plan or a sign plan amendment (staff response in italics): <br />A. That the sign plan provides sound identification, reduction of clutter, and aesthetic <br />enhancement. <br />Staff finds this criterion to be met.
