That the sign plan is sensitive to and compatible with physical circumstances of the <br />site and buildings. <br />Staff finds this criterion to be met. Signs located at City Hall and the PSC near <br />residential areas are of minimum size (mostly under 6 SF). All larger signs are directed <br />towards Old Highway S and I-694. This is specifically aimed at responding to the <br />physical circumstances of the site and buildings. <br />C. That the sign plan is not detrimental to public safety. <br />Staff finds this criterion to be met. None of the signs should create a public safety hazard <br />as all placements need to be approved by the City Engineer and City Planner per the <br />2005 approval. <br />D. That the sign plan will not impede the normal and orderly placement of signs on <br />surrounding properties. <br />Staff finds this criterion to be met. The surrounding properties are fully developed and <br />Civic Campus signage needs have been sensitive to surrounding properties. <br />In addition to criteria of Section 9-041, the general health, safety, and welfare standards of <br />Section 8-130 must be considered. Section 8-130 states no special use shall be recommended by <br />the Planning Commission unless the following criteria have been met: <br />a. That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort of the general <br />public. <br />Staff finds this criterion to be met. None of the proposed signs, or their placement, <br />will have a detrimental impact on the public health, safety, morals or comfort of the <br />general public. They are of modest size for their purpose and placed in a manner so <br />as not to create visual or traffic hazards. <br />b. That the special use will not be injurious to the use and enjoyment of other property <br />in the immediate vicinity for the purposes already permitted, nor substantially <br />diminish and impair property values within the neighborhood. <br />Staff finds this criterion to be met. As noted in the response to item B above, impacts <br />to surrounding properties were considered with regard to sign type and placement. <br />C. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />ID district. <br />Stafffinds this criterion to be met.
