Report Number 09-216 <br />111rWBR0X13HTM <br />Agenda Section VI -10 <br />Council Meeting Date September 8, 2009 <br />the city that works /or you <br />r ---- <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: CONSIDERATION OF RESOLUTION ADOPTING PUBLIC WORKS <br />POLICIES <br />DEPARTMENT HEAD'S APPROVAL: GMvJ <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report l� Comments attached <br />Recommendation: To approve the to ed Resolution Adopting Public Works Policies for the <br />following items: <br />Water and Sewer Service Line Policy <br />Snow and Ice Control Policy <br />Street Sweeping Policy <br />Sidewalk/Trail Inspection and Repair Policy <br />Pothole Repair Policy <br />Explanation: The Public Works Department has historical departmental policies regarding the water <br />and sewer service lines, snow and ice control, street sweeping, sidewalk/trail inspection and repair and <br />pothole repair but these policies have never been formally adopted by Resolution of the City Council. <br />The League of Minnesota Cities Insurance Trust (LMCIT) has encouraged that all City's adopt <br />resolutions regarding their public work maintenance activities to memorialize the City's expectations <br />and practices regarding certain maintenance and ownership responsibilities. <br />The City of New Brighton maintains its infrastructure which varies both in age and in quality of <br />condition and recognizes that some surface or subsurface conditions can create unreasonable hazards for <br />pedestrians and other users. The City does not have unlimited employee or financial resources and <br />cannot reasonably eliminate all hazards or replace or repair all infrastructure within the same year of <br />being identified as needing replacement and repair. The City must exercise both discretion and <br />professional judgment in determining whether unreasonable hazards exist and when public infrastructure <br />needs to be replaced or repaired. <br />These policies will help guide the City in identifying hazardous conditions and conditions requiring <br />replacement and repair, in the scheduling of replacement and repair, and in establishing priorities for <br />replacement and repair. <br />Grant M.
