CHAPTER 1. WATER AND SEWER SERVICE LINE POLICY <br />Section 1. Scope <br />This policy sets forth the Public Works Department's responsibility for <br />maintaining and repairing water or sewer services. This Chapter is a <br />supplement to Municipal City Code Chapter 24 Sewers and Chapter 30 <br />Water. <br />Section 2. Definitions <br />A. Water Service: All water lines from a private structure or building <br />to the public watermain in the street are considered private water <br />services. <br />B. Sewer Services: All sewer lines from a private structure or building <br />to the public sewer in the street are considered private sewer <br />services regardless of size. <br />C. City -Installed Portion: The City -installed portion of the water or <br />sewer service will be that portion located within the public right- <br />of-way. <br />ight- <br />ofway. <br />0 Section 3. Policy on Repair and Maintenance <br />Any water or sewer service which breaks, settles, or becomes blocked or <br />frozen shall be the property owner's responsibility, except as noted below: <br />A. The City shall assume the repair costs on any water or sewer <br />service that is damaged as a result of the installation, improper <br />functioning, or repair of other City -owned facilities. <br />B. The City shall assume the repair costs for any breaks, settlements <br />or obstructions in the City -installed portion of the water or sewer <br />service that are found to be a result of improper construction and <br />that occur within 2 years of the date of installation by the City. <br />C. The City shall pay for the extraordinary cost for repairs made on <br />the "City -Installed Portion" of water or sewer service where <br />conditions such as main depth, distance to the main or location in a <br />major roadway make the repair cost unusually expensive. The <br />City will pay for the replacement of the street, curb and gutter or <br />make the repairs themselves at no direct cost to the property <br />owner. If the City repairs the service, the property owner will be <br />required to pay the equivalent of a "typical repair" as determined <br />by the City Engineer. Typical repair costs include but are not <br />limited to excavation, utility repair costs, backfill, and turf <br />restoration. If the repair is located beneath a driveway, the <br />property owner will be responsible for all associated driveway <br />
