Water and Sewer Service Line Policy <br />Chapter 1 <br />repair costs unless the repair extends into the street. In this case, <br />the cost of the repair will be as determined by the City Engineer. <br />D. The City shall assume the cost of thawing frozen water services if <br />the freezing occurs in the "City -installed portion" and provided the <br />depth of cover over the service, as it was originally installed, has <br />not been reduced by the property owner. In addition, once water <br />service is restored, the property owner will be advised in writing to <br />waste water through a laundry faucet or other convenient location <br />to prevent a recurrence. The property owner will be responsible <br />for costs of thawing the service in the event of a recurrence. The <br />property owner's water bill will be adjusted to exclude waste water <br />if frozen in the "City Installed portion" of the water service. <br />Section 4. Procedures <br />A. All calls relative to water or sewer breaks or blockages or frozen <br />water services shall be referred to the Public Works <br />Superintendent. <br />B. The Public Works Director/City Engineer shall direct an inspection <br />of the public water or sewer main to determine if the problem <br />exists within the City main or private service. If the problem is <br />within the private service, the City Engineer shall notify the <br />property owner as to whether Subsection 1, 2, or 3 apply. <br />1. If the problem is within the water or sewer service and can <br />be determined from Section 3 to be the property owner's <br />responsibility, the City shall notify the property owner <br />orally and in writing that the property owner is responsible <br />for the maintenance or repair work. If the maintenance or <br />repair work will necessitate excavation of the service, the <br />property owner will be required to obtain a City Water / <br />Sewer Permit. The City shall mark the limits of the <br />excavations if the excavation will take place in the street or <br />under the curb. The excavator or plumber doing the work <br />must be licensed by the City. <br />2. If the problem can be determined from Section 3 to be the <br />City's responsibility, the City Engineer shall proceed to <br />make repair using City forces or contractual services as <br />deemed necessary. The City Engineer shall notify the <br />property owner that the maintenance or repair work will be <br />the City's responsibility. <br />3. If the responsibility for the repairs cannot be determined <br />from Section 3 without first excavating the private service, <br />z <br />
