" . . <br /> <br />EXHIBIT XXX - D <br /> <br />"BUT FOR" ANALYSIS <br /> <br />The property to be included in this tax increment financing district is being acquired from the <br />Soo Line Railroad Company. The property is vacant railroad property and is adjacent to an <br />industrial park that the City has been attempting to develop for fifteen (15) years. The <br />parcels are unusually shaped and can only be developed in connection with other properties <br />that the City has previously purchased. The parcels also have an unusual topography and <br />will require extensive site preparation. In addition, various utility and roadway <br />improvements are required.
