RESOLUTION NO <br />09 - <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION TO KEEP THE SKATEBOARD PARK OPEN AT FREEDOM PARK. <br />WHEREAS, The City received a petition in November 2008 requesting the removal of the <br />skateboard ramps from Freedom Park. It stated: "The skateboard ramps at Freedom Park have <br />made the park and playground a site for vandalism, fighting, excessive littering and other illegal <br />activity, resulting in numerous police calls. It has become an unsafe place for children and a <br />detriment to our neighborhood. These New Brighton citizens request the skateboard ramps be <br />removed from Freedom Park." and <br />WHEREAS, In January 2009, the City received two more petitions. These petitions asked the <br />City not to remove the skate park at Freedom Park, and <br />WHEREAS, A public hearing was held at the PREC meeting on May 6, 2009, and <br />WHEREAS, Council reviewed the recommendation from PREC on May 26, 2009 and motioned <br />40 to accept the Parks and Recreation and Environmental Commission recommendation to keep the <br />skate park open with the provision that the council receives periodic updates via the Friday <br />memo, and that a staff update occurs at the first regular meeting in August; this occurred on <br />August 11, and PREC reviewed the status of the skateboard park at their November 4, 2009 <br />meeting, and <br />WHEREAS, the youth have been present at skate park meetings that have taken place and <br />participated in a park clean-up day and cookout held on June 26th. Council received updates in <br />their Friday memo on the following dates: June 5, July 2, July 24, and August 21. PREC <br />received updates on the skateboard park at their June 3, August 5, September 9, October 14 and <br />November 4 meetings, and <br />WHEREAS, On November 4 the PREC reviewed a power point presentation and heard from the <br />youth, parents and residents involved in this process. Following that discussion PREC <br />unanimously passed a motion to keep the skate park open. The motion read: MOTION BY <br />HARRELD, SECONDED BY NORTON, TO RECOMMEND TO COUNCIL THAT WE <br />CONTINUE THE SKATE PARK AT FREEDOM PARK AS IS. MOTION CARRIED. PREC <br />also placed on their 2010 agenda a place holder for an update on the skate park at their June 2, <br />2010 meeting, and <br />WHEREAS, Council's request was to review the Skate Park at their first meeting in November, <br />after PREC reviewed the issue and made a recommendation to council, and <br />
