sIbNEW Of Report Number 09-281
 Agenda Section VI-8
the city that works for you Council Meeting Date November 24, 2009
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF PARTIAL PAYMENT 1 AND CHANGE
ORDER 1 FOR PROJECT 09-9, OLD HIGHWAY 8 NW WATERMAIN UPGRADE
DEPARTMENT HEAD'S APPROVAL: L-M'd
CITY MANAGER'S APPROVAL: %
No comments to supplement this report - _ ,/" Comments attached
Recommendation: To approve Partial ent 1 and Change Order 1 to the contract for Project 09-9, Old
Highway 8 NW Watermain Upgrade in 6dtotal amount of $201,002.23 to G.M. Contracting, Inc.
Legislative History: The project plans and specifications were approved by Council on August 11 and a
contract was awarded to GM Contracting, Inc. on September 22, 2009.
Financial Impact: Please see attached payment breakdown for details.
Explanation: As part of the Old Highway 8 Reconstruction project, a 12 -inch watermain was constructed
from 1-694 and extended just past the Long Lake Regional Park entrance. This project consists of extending
the 12 -inch watermain from the park entrance to the existing 8 inch watermain south of Applewood Point at
Highway 96. The 2,800 linear feet of new watermain is being directionally drilled along the west side of Old
Highway 8.
Also, included in this project is the construction of an access trail to the existing sanitary sewer that runs
parallel to and west of the new watermain.
Change Order 1 involves the reconnection of the existing water service to the new hotel currently under
construction. The existing water service was found to be 18ft deep in the location where the new watermain
is installed. To connect to the new watermain a huge hole would have to be dug that would result in a large
excavation in Old Highway 8. The water service at this depth would be very difficult and expensive to
repair. To eliminate excavating into the roadway and problems in the future, the City requested the
Contractor reinstall a new service at a normal depth. The depth of the hotel water service was not known at
the time of the bid therefore this work was not anticipated. The total cost of Change Order 1 is $9,848.38
and is included in Partial Payment 1.
The provisions of the contract with stipulate that the City makes a partial payment to the contractor at least
once each month at regular intervals on the basis of the work performed during that preceding :month.
Costs and Funding: The watermain has been programmed in the water rates and will be funded from the
Water Improvement fund. The access trail will be funded from the Sanitary Sewer Improvement fund.
Gran M. Wyffels, A.
Director of Public Works
Attachments
