PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — October 20, 2009 at 7:00 p.m. <br />Present: Commissioners James Alvey, Steve Danger, Bruce Howard, Norm Schiferl, and Paul Zisla. <br />Absent: Larry Baker <br />Also Present: David Phillips, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for September 15, 2009 were presented and approved. <br />Council Action: Council Member Phillips reported that the Council is still accepting applications for the <br />Planning Commission opening. A candidate forum for the upcoming election was held at City Hall on <br />October 19th and an additional forum will be at City Hall on Monday, October 26th at 7:00 pm. He <br />encouraged viewers to attend the forum or to watch it on channel 15. <br />Public Hearing: LP2009-003, SP2009-007 Re -Approval of a Site Plan and Special Use Permit to <br />Permit an Outdoor Dining Patio at Champps Restaurant Located at 2397 Palmer Drive <br />The applicant is seeking re -approval of a Site Plan and Special Use Permit that were approved in both <br />2007 and 2008. The Site Plan would allow construction of an outdoor patio and related parking lot <br />improvements. The Special Use Permit would permit outdoor dining on the proposed patio. The <br />proposed patio is reduced in size by approximately 360 SF at approximately 1,950 S>~. All other aspects <br />of the project remain identical to the previous approvals including elimination of a nonconforming front <br />yard parking lot setback adjacent to Palmer Drive. <br />The proposed project is nearly identical to the 2007 and 2008 approvals. The applicant noted the previous <br />false starts on the project were a result of ownership differences. Since that time there has been an <br />ownership change and that the current plan is to start construction in November. <br />Schiferl inquired who would review the landscape plan since the City Forester has retired. Gundlach <br />replied it has not been determined who would review the landscape plan; however, she added that she <br />does have a plant background and would offer some advice in the interim. At this time the only <br />landscaping requirement would be that the area would be covered in grass and there are no specific <br />requirements in the code. She added that the Commission could add specific requirements at this time if <br />they wished. <br />Ken Norby, NAR Architects representing Champps, stated they would like to use stone in place of rock <br />faced blocks, if the pricing is favorable. He added that the existing plan shows a double ramp entry, but <br />with the recent changes to the surrounding area, the configuration has changed enough that it would be a <br />single ramp instead. <br />0 <br />
