Danger asked what materials the patio would be constructed of. Norby replied that it would be <br />constructed of stamped or scoured concrete. Danger asked if the fire pit is to be natural gas or wood. <br />Norby replied that his firm has anticipated that it would be natural gas, and it would abide by any City <br />ordinances. Danger asked if they would add any safety measures at the fire pit to ensure that no one could <br />get hurt by it. Norby replied that it has not been addressed since the amount of flame would be fairly low <br />and the seating would be kept away from it by thirty inches. <br />Schiferl asked what color the proposed stone would be. Norby replied that the color would be very close <br />to the existing building color. Schiferl requested to see the landscape plan and Norby provided it. <br />Schiferl asked why there are no evergreens included on the plan. Norby replied that the landscape plan is <br />meant to compliment the existing trees on the site that will be left and stated that they are not intending to <br />hide the patio. <br />Danger asked Norby to explain what light fixtures would be used to illuminate the patio. Norby replied <br />that they have selected a low ambient LED light, but the fixtures have not been selected as of yet. <br />Council Member Phillips stated that Champps has been out of compliance regarding the Sign Ordinance. <br />He stated that restaurant has banners hanging from the building and inquired if the restaurant would be <br />brought into compliance before it is presented to Council next week. He then added he would like to see <br />them remain in compliance or loose the privilege of using the patio and would propose placing a <br />condition of approval on the special use to this effect. Wayne Beliao, owner, stated that he does plan on <br />removing the banners. <br />Zisla inquired if there would be any sound system included with the patio. Norby replied that there is a <br />sound system included for general ambience music, but no live performances would occur on the patio. <br />Gundlach replied that any overly load music would be handled by the Nuisance Code. <br />Motion by Danger, second by Schiferl to CLOSE THE PUBLIC HEARING. <br />5 ayes, 0 nays. MOTION APPROVED. <br />Howard asked staff if they have any recommendations for the issues and concerns that were brought up <br />during the public portion of the meeting. Gundlach replied that if the Commission would like the outdoor <br />sound system to not tie into the sound system from the interior, it could be added as a condition of <br />approval. <br />Danger asked if Champps decided to add a canvas awning over the patio if the applicant would be <br />required to come back before the Commission. Gundlach replied that any permanent changes would be <br />required to come before the Commission, but it would depend on the type of awning and construction <br />method chosen. <br />Zisla asked if anyone has reviewed the ramp and if a single ramp would be an improvement versus a <br />double ramp. Gundlach replied that the City Engineer and Building Official have reviewed the plans for <br />the ramp and neither has voiced any issues with it. At this time, she believes that it would be a significant <br />improvement to what is currently in place. <br />0 <br />
