Public Improvement Hearing for Project 10-3, Silver Lane Reconstruction. <br />Report No. 09-307. <br />Silver Lane is being considered for reconstruction in 2010 because of age, pavement <br />condition, and concerns from residents about serviceability. An informational meeting was <br />held on Thursday, October 29, 2009, with residents to be affected by this proposed street <br />reconstruction. At the November 9, 2009, council meeting the City Council accepted the <br />Feasibility Study for Project 10-31 and set the Public Improvement Hearing for December 8, <br />2009. Notices of the Public Improvement Hearing were mailed to property owners to be <br />affected by this proposed street reconstruction project, and published in the local newspaper <br />as required by law. The total estimated project cost is $968,450.00. Director of Public <br />Works Wyffels explained a timeline with projected completion of Fall 2010. Mr. Wyffels <br />reported subject to the approval of the City Attorney, council consider entering into a <br />cooperative agreement for the administration and division of costs associated with Silver <br />Lane reconstruction in the Cities. of New Brighton and Saint Anthony. <br />Councilmember Phillips commented he feels the engineering costs are excessive. Director <br />Wyffels replied that the City of St. Anthony is the lead agency in this project, and they are <br />not capable of providing in-house engineering services. Director Wyffels explained council <br />will have the opportunity at a future date to approve the bid. <br />Mayor Larson opened the Public Hearing at 8:09 pm <br />Duane Carlson 1887 3'd St NW commented on what material will be used below the surface to prevent <br />deterioration.
