Accept Bids and Consider Awarding Contract, Project 09-6, Long Lake Park Trail Connection. <br />Report No. 09-244. <br />Director of Public Works Wyffels reported the trail would be west of old Highway 8 and north of 694. <br />There would be a railroad underpass trail connection, along the back side ofthe APi building. Three <br />benches would be installed as part of Ramsey County's Thousand Benches Program. A noise wall will <br />be installed to provide a visual as well as a sound buffer from 694. <br />The lowest responsible bid of the nine received was from Peterson Companies with a bid of $86,406.10. <br />It was recommended that council consider installing an eight foot bituminous path instead of the original <br />proposed wood chip path for an additional cost of $6,000. Director Wyffels explained that bituminous <br />would be more resilient over time. Councilmember Phillips questioned if lane striping could be added to <br />the bituminous path Director Wyffels responded eight feet would not allow ample room for striping per <br />MNDOT requirernrxrts. Councilrnernber Phillips pointed out that there are grant dollars not being utilizes <br />along with lower than expected bids, and questioned the feasibility of upgrading to a twelve foot trail to <br />allow striping options for a bike lane. <br />Councilmember Bauman reported on her experience that bikes and pedestrians can share an unmarked <br />trail without difficulty. Councilmember Bauman wanted it reported that the matclvng funds from the Cit <br />are from Park Dedication fees. Director Wyffels explained the total cost including Easements, <br />Administrattive fees and contingencies would be $116,400. The Local Trail Connection Program Grant i; <br />a 50/50 "cash match" reimbursement grant This means the grantee (New Brighton) must complete the <br />project and fully pay for it, produce documentation that shows actual expenditures and then New Brighto: <br />will receive half of what was spent up to $100,000. <br />Motion by Councilmember Phillips seconded by Councilmember Burg to accept the. bids an <br />award a contract for Project 09-4 Long Lake Park Trail Connection.
