Of Report Number 09-057 <br />Agenda Section VIII -2 <br />Council Meeting Date February 10, 2009 <br />the city that works for you <br />40 REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: REVIEW INFORMATION RELATING TO THE INSTALLATION OF <br />TRAFFIC SIGNALS AT THE INTERSECTION OF SILVER LAKE ROAD AND COUNTY <br />ROAD H AND <br />PROPERTY ACOUISTIO: <br />DEPARTMENT HEAD'S APPROVAL: vMuf <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report � Comments attached <br />Recommendation: Consider information and provide direction to staff regarding Council's continued <br />support for this project and based on the Council's direction, direct staff to approve the Signal <br />Justification Report and reach a satisfactory cost participation agreement with Mounds View. <br />Legislative History: On March 19, 2004, New Brighton in conjunction with the Mounds View <br />requested Ramsey County perform a traffic signal justification study. This study was performed and <br />determined the intersection at Silver Lake Road and County Road H met warrants for traffic signals. <br />Financial Impact: Mounds View obtained a quote from Evergreen Land Service, a land and right-of- <br />way acquisition consultant, to coordinate the land acquisition process. Their quote was $5,000 to be <br />shared with New Brighton. The cost is to be shared 1/3 New Brighton, 2/3's Mounds View. The land <br />•acquisition price for the parcel located in New Brighton is estimated to be valued between $1,000 and <br />$2,000. New Brighton's portion of the total cost is anticipated to be less than $4,000. <br />The total cost of the new signal system is $180,000. Emergency vehicle pre-emption is estimated at <br />$8,000. Ramsey County received Local Road Improvement Program funding from Mn/DOT for the <br />cost of the entire project (not including land acquisition costs). <br />Explanation: Ramsey County is planning a new traffic signal at Silver Lake Road and County Road H. <br />During the fall of 2008, Mn/DOT solicited for safety projects which could be approved for letting by <br />May 1, 2009 and this project was awarded funding. The County is planning the installation of the signal <br />this summer. Additional right of way (ROW) is required at 3 of the 4 corners of the intersection. One <br />of the corners where right of way is required is in New Brighton, while the other 2 are in Mounds View. <br />The County is requiring the Cities acquire the necessary right of way for the project in lieu of any other <br />cost participation. County policy dictates that the City is responsible for such acquisitions. <br />Approximately 50 square feet of right of way is needed at the southeast corner of the intersection in New <br />Brighton. <br />Because the amount of additional ROW is minimal, the cost to acquire the land from the residents <br />should be minimal (in the neighborhood of $1,000-$2000); however, it could be a time consuming <br />process necessitating multiple meetings and negotiations and potential appraisals to support the offers <br />made. Because of this, Mounds View is taking the lead on this project and will consider hiring <br />Evergreen Land Service, a land and ROW acquisition consultant (whom the City of New Brighton has <br />.used in the past) to coordinate this process at their February 9, 2009 Council meeting assuming New <br />Brighton is and remains supportive of the project. <br />
