Is there a federal or state grant program that could fund your requests? <br />In addition to these considerations, LGN and City staff will be having a conference call on February 2nd to discuss <br />the latest in Washington and to discuss other considerations when preparing your appropriations requests. <br />Transportation Authorization Update: <br />As you may recall, Congresswoman Betty McCollum submitted two projects to the House Transportation and <br />Infrastructure Committee on behalf of the City of New Brighton. The submissions included the following: <br />• Request Amount: $800,000 - Plan, design, engineer, and construct Bike/Pedestrian Bridge & <br />Connections from New Brighton Northwest Quadrant Redevelopment project to Long Lake Regional <br />Park. <br />• Request Amount: $2.4 million - Design, Engineer, acquire right-of-way, and replace Old Highway 8 <br />Bridge over Interstate 694. <br />Federal Transportation programs are currently operating under a continuing resolution while House and Senate <br />leaders discuss the best path forward on a new transportation authorization measure. Chairman Oberstar has a <br />desire to complete a bill in the next couple of months to six months which would be the vehicle for the City of New <br />Brighton's High Priority Projects to move forward. The President has suggested that he would like to push <br />authorization out up to a year. However, it seems very possible that a transportation bill will start to move forward <br />in the near future as the Committees in charge of finding the funding for the bill have a lighter load then they did <br />when healthcare was front and center on the agenda. <br />The City has also submitted projects to Senators Klobuchar and Franken. However, it is expected that they will <br />• again solicit projects as they did not seek comprehensive information the first time around. <br />It is unclear at this point when the Senate will solicit additional information or when the bill will gain the momentum <br />that it needs to move forward. We will continue to keep you updated on the status of your projects as it relates to <br />the broader issue of Transportation Authorization. <br />Strateuv Recommendations: <br />As the City moves forward on the submission of your fiscal year 2011 appropriations projects, we would submit <br />the following recommendations for your review as we believe they will assist the City in ensuring that your projects <br />remain on top of the pile. A few of these recommendations are a few weeks out, but we will certainly be in touch <br />when we feel the time is right to institute them. We will work with you to refine these recommendations and <br />provide additional thoughts as the circumstances change and process moves forward. <br />We recommend that the City: <br />o Consider sending a follow-up letter to each of the Members stating your federal appropriations priorities (a <br />few weeks following submission of the projects and before the Members internal Committee deadlines — in <br />the House the internal deadline is March 19Th, Senate TBD). <br />o Consider a visit to Washington, DC to discuss your projects with House and Senate staff. <br />o Consider arranging a follow-up meeting with the Minnesota staff of Congresswoman McCollum and <br />Senators Klobuchar and Franken <br />o Consider a Council Resolution supporting the appropriations submissions <br />We greatly enjoy working with you and look forward to advancing your presence and federal funding objectives in <br />Washington. <br />•Should you have any questions, comments, or concerns, at any time, please do not hesitate to contact me on my <br />cell phone, work phone, or by email <br />Best, <br />2/3/2010 <br />
