The <br />President gave his State of the Union address on Wednesday, January 27 during which he laid out his <br />budget priorities and principles for the year. This essentially marks the start of the Fiscal Year 2011 <br />budget cycle and will be followed by the President releasing his budget in long form on February 111. With <br />this said, House and Senate Members have started the process of soliciting appropriations projects for <br />possible inclusion in their Fiscal Year 2011 appropriations measures. This process presents the City of <br />New Brighton an opportunity to submit federal funding requests to Congresswoman McCollum and to <br />Senators Klobuchar and Franken. Each office has a submission process, a deadline, and an internal <br />selection process for ranking their priority requests. The vital details have been provided below: <br />Appropriations Submission Process and Deadlines: <br />Senator Klobuchar — Senator Klobuchar has asked that interested communities submit appropriations <br />requests by Spm CST on February 19th and has provided a form for communities to fill out and return <br />prior to the deadline. The form is in the possession of City staff so that these forms can be prepared at <br />the direction of the City Council. <br />Senator Franken — Senator Franken has asked that interested communities submit appropriations <br />requests by March Sth and has provided a link to an online form for communities to fill out and return prior <br />to the deadline. The web address is in the possession of City staff so that they can be prepared at the <br />direction of the City Council. <br />Congresswoman McCollum — Congresswoman McCollum has asked that interested communities <br />submit appropriations requests by March 1st and has provided a link to an online form for communities to <br />fill out and return prior to the deadline. The web address is in the possession of City staff so that they can <br />be prepared at the direction of the City Council. In addition the House requires that communities submit a <br />letter certifying their project. <br />Appropriations Considerations: <br />When considering what projects to seek and what to include in the forms, Senator Franken has provided <br />some hints as to how he will be evaluating proposals. He suggests communities consider the following: <br />• 1. Demonstrated need - does it create jobs? <br />2. Requested by group with proven record <br />3. Can't be requested by for-profit entity <br />2/3/2010 <br />
