PLANNING REPORT <br />DATE: March 11, 2010 <br />CASE: LP2010-001, SP2010-002 <br />SUBJECT: Site Plan & Special Use Permit to Allow Reconstruction of the <br />McDonald's Restaurant at 729 Long Lake Road <br />APPLICANT: McDonald's USA LLC <br />REQUEST & BACKGROUND <br />The applicant is requesting a Site Plan and Special Use Permit to permit reconstruction of the <br />existing McDonald's restaurant located at 729 Long Lake Road. The plans include retaining the <br />two existing pylon signs, the addition of a right -out only entrance/exit, and an otherwise total site <br />demolition and rebuild. The Special Use Permit is required in accordance with the drive-thru <br />standards that were adopted in May of 2008. The Rice Creek Watershed District, MnDOT, and <br />Ramsey County have reviewed the plans and are nearing final approvals. <br />The applicant, McDonald's USA LLC, is the landowner. The restaurant is operated as a <br />franchise. The operator has been evaluating rebuilding vs. relocating for several years based on <br />past conversations with City staff. Generally, the site has been well maintained with minimal if <br />no zoning or public safety issues.
