c. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />e. That the special use shall in all other respects conform to the applicable regulations of the <br />district in which it is located. <br />8. The Planning Commission found all Special Use Permit criteria of Section 8-130 to be met <br />due to the following: <br />a. The automotive repair use consists only of "minor" repairs. <br />b. The site is used and surrounded by other industrial uses. <br />c. The applicant proposes to store all vehicles associated with the use indoors during non- <br />business hours. <br />d. The brokerage and sales portion of the business will be secondary to the primary function <br />of detailing. <br />Now THEREFORE BE IT RESOLVED, that based upon the above findings of fact the application <br />for a Special Use Permit (SP2010-001) is hereby recommended to the City Council for <br />approval, subject to the following conditions: <br />1. All vehicles being serviced and/or sold are parked indoors during non -business hours. <br />2. Unlicensed or inoperable vehicles cannot be stored on site. <br />3. Erection of any signage requires a Permanent Sign Permit and shall comply with Zoning <br />. Code Sections 9-100 — 9-120. <br />4.
