-2- <br />depending on how things transpire. We talked about Complete Streets. Complete Streets <br />emphasizes a complete feel, not just to facilitate traffic movement, but including bikes, trails and <br />walking. We hope to have a speaker come and speak about this process and look at ways to get <br />more involved with in City planning in the street construction. A new Chair was elected, Brian <br />Strub. Parker expressed his thanks to the Commission for supporting what the Trails Committee <br />has been doing. The next meeting is March 3rd at 5:30 p.m. He invited anyone interested to <br />come. They will be talking about TCAAP and other items. Heinrich inquired about the bike <br />paths on the street and the distance between a biker and vehicle. Parker felt this will be part of <br />the discussion with Complete Streets. We want to make sure we have enough safe distance <br />between bikers and motor vehicles. <br />Heinrich mentioned that in Arizona they have signs stating vehicles are required to stay at least 3 <br />feet from the bicycle. Parker stated this is something that the Complete Streets would address to <br />the State and something like this could be adopted. Parker felt this is an important safety issue. <br />We want to keep traffic moving smoothly but still allow bikers on t1le same street. In the future, <br />we hope to see more accommodations for bikers. The Trails Committee died help facilitate this on <br />Long Lake Road to give enough width for bikers and clearly, mark the lanes. - <br />Frischman thanked Parker for his volunteer efforts on the Trails Committee. We have benefitted <br />from it and look forward to your continued involvement on the Trails Committee. <br />Frischman recognized that Chris Wolla was present; She stated'he has done a lot of behind the <br />scenes work related to the disc golf. She stated the disc golfers present here this evening said a <br />lot of nice things about you. She thanked hirA for his worm with this disc golf course group. <br />Breuer invited Wolla to the podium'. Breuer stated Wolla has put a lot of effort in working with <br />this group and she is glad that you recognized all his efforts. <br />Wolla stated that this group has a lot of passion and concern for the disc golf at Hansen Place and <br />want to see it succeed and be a good place for families to go and enjoy the sport. They are a fun <br />group to work with and they appreciate what we do. They have a lot of concern and want to see <br />that course look good, to succeed and get along with the neighborhood. Frischman thanked <br />Wolla on behalf of PREC. We know it wouldn't have happened without you. <br />VI. Correspondence <br />A:` j, Council Report — Council Member Mary Burg <br />Council Member Burg stated the Council did have a work session this evening. <br />The discussion related to impact to the budget regarding loss of revenue from the <br />Charter School and the impact of hiring positions that currently exist within the <br />City and if positions will be eliminated or keep them as they are. We are looking <br />at what the impact is for future budgets given loss of revenue from the State and <br />impact on the reserves that the City has. It is a very complicated mix of how the <br />funds come together and how that impacts staffing. Many have seen a freeze on <br />their wages and we are still working through some of the union issues. Our <br />discussion was regarding what direction to give the City Manager regarding our <br />2010 budget and how it impacts 2011 and beyond with loss of revenue impacts. It <br />has a large impact on Parks & Rec. because there are a lot of critical positions <br />missing. City Forester is not even on the table, Recreation Supervisor is being <br />held up. Council needed to decide whether to freeze any hiring or give the City <br />Manager directive to hire with results of any increases next year causing lay offs <br />next year because of increases in our budget and loss of revenue.
