Johnson, Assistant to the City Manager <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report�2t_ Comments attached <br />Recommendation: <br />City Council approval of the 2010-2011 Vaster Labor Agreement between Law Enforcement <br />Labor Services Local (L.E.L.S) No. 263 (Sergeants) and the City of New Brighton. <br />Legislative History: <br />City staff and L.E.L.S. have been in contract negotiations for the past five months and have <br />successfully negotiated a contract agreement pending City Council approval. On March 25h, <br />both parties were able to reach a tentative agreement through the assistance of a mediator <br />provided by the State of Minnesota Bureau of Mediation Services (BMS). The following is an <br />overview of the City's proposed agreement between Law Enforcement Labor Services Local <br />(L.E.L.S) No. 263 (Sergeants) and the City of New Brighton. <br />Explanation: <br />Duration: <br />The City of New Brighton and L.E.L.S. No. 263 (Sergeants) have reached a tentative agreement <br />on a two year (2010-2011) labor agreement. This is a two-year contract that will conclude on <br />December 31, 2011. <br />Wa �es and Insurance: <br />The contract provides for a 0% cost of living adjustment (COLA) in 2010 and a 2% COLA <br />increase in 2011. This equates to an increase of roughly $10,300 in 2011 in base wages and <br />longevity pay for the Sergeants. <br />The health insurance contribution in 2010 will remain consistent for all non-union and union <br />employees. In 2010, the employer will contribute $560.00 per month for single health insurance, <br />$670.00 per month for single+l health insurance and $780.00 per month for family health <br />insurance coverage. Those employees that opt -out of the City's health insurance coverage will <br />receive $295.00 per month that may be applied to other benefits offered in the cafeteria plan or <br />received as additional compensation. The contract also provides for a re -opener to discuss health <br />insurance benefits for 2011. <br />Beginning January 1, 2011 members of L.E.L.S. Local No. 263 that have over twenty years of <br />continuous service with the City of New Brighton will receive an additional 11 % in longevity <br />pay over the employee's base rate of pay.
