Approved <br />MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting — March 16, 2010 <br />7:30 a.m. <br />Members/Liaisons Present: Gina Bauman, Dennis Flahave, Marie Hansen, Mike Murlowski, <br />Terri Snell, Ruben Vasquez, D.L. Beach <br />Members/Liaisons Absent: Marie Hansen and Bob Smith <br />Staff Present: Grant Fernelius, Community Development Director; Katie Bruno, Office <br />Assistant. <br />Call to Order <br />Nelson called the meeting to order at 7:30 a.m. <br />Approval of Minutes <br />Motion by Commissioner Vazquez, seconded by Commissioner Flahave to approve the February <br />2, 2010 minutes. <br />5 ayes, 0 nays. <br />Motion Approved. <br />Council Report <br />Councilmember Bauman reported that the Council has been discussing the 2011 Budget; <br />currently it looks as though there is a $500,000 deficit. Council recently met with a consultant to <br />address the Emerald Ash Boar dilemma. Staff intends to treat boulevard and park trees. <br />Residents may be given the option for a fee based treatment as well. <br />Flahave questioned if council had any proposed solutions for the budget deficit. Bauman <br />reported council approved the rehiring of a Deputy Director. the Engineer Supervisor was <br />regarded to a Civil Engineer II at a lower pay grade. Two Park and Recreation positions will not <br />be filled at this time. Bauman reported the lowest proposed levy was 6.83, and the City Manager <br />is continuing to look at different scenarios. <br />Northwest Quadrant Report <br />Federal Funding Requests <br />Fernelius reported the City is pursuing federal funding for the Northwest Quadrant, at the request <br />of the Council. This request focuses on removal of additional dump material in Block E. As part <br />of the dump closure project, the City removed materials from the perimeter of Block E, but <br />approximately 60,000 cubic yards of material was left in place. Most of this material is <br />relatively deep (30' to 45') and is estimated to cost about $3.OM to remove. The City is seeking <br />$2.OM in federal funding to help pay for about 2/3 of the project cost. The remaining fund <br />($ LOM) would come from the City's municipal development fund. The request was submitted <br />to the Congressional delegation as part of the Fiscal Year 2011 appropriations process, which <br />will begin on October 1" of this year. Members of Congress will rank their funding requests this <br />spring for inclusion in the various annual appropriation measures. In addition, the City has <br />previously submitted funding requests under the transportation reauthorization process. <br />Fernelius reported there does appear to be some progress in crafting a new bill, which could <br />include requests like New Brighton. The City was successful in having two projects (Old <br />Highway 8 bridge and pedestrian bridge) included in a previous version of the bill. <br />
