maintenance strips under bumper overhangs, and group the crabapple trees near the NW, NE and SW <br />corners of the site instead along the north & south edges of the property. <br />Lastly, Parks & Recreation has identified a future trail on the east side of Old Highway 8 / Long Lake <br />Road, while not required, a 7' trail/sidewalk easement would be recommended for dedication. <br />City Planner Gundlach reported that while currently there are no plans for a sidewalk or trail, now would <br />be a good time to obtain the easement if the landowner is willing, and any future trail or sidewalk <br />development would be a benefit to the applicant. <br />City Planner Gundlach reported both the Public Safety review, and the Engineering review requested a <br />forced right turn only exit to northbound Long Lake Rd. <br />City Planner Gundlach reported the Special Use Permit is required primarily for the drive-thru, 8 notices <br />were mailed to neighboring properties, no inquires were received. <br />Staff recommends approval of the Site Plan and Special Use Permit subject to the following conditions: <br />1. Incorporation of the recommendations made by the City's landscape consultant, noted in his memo <br />dated 3/9/2010. The revised plan shall be submitted to the City Planner for review in conjunction <br />with the building permit submittal. <br />2. Incorporation of all recommendations made in the Interoffice Memos from the City Engineer, <br />Public Safety and Parks & Recreation staff, which includes the following: <br />a. The right -out only curb cut is reconfigured to prevent left turns. <br />b. If the landowner is willing, a 7' trail/sidewalk easement adjacent to the western, north/south <br />property boundary should be dedicated. <br />c. A crosswalk is painted across the drive -aisle from the entrance at the northwest corner of the <br />restaurant to the parking located along the northern property boundary. <br />3. Drive-thru hours may begin at 5 AM. <br />4. Not all wall signs depicted on Sheets A2.0 and A2.1 will be permitted but rather wall signs shall <br />comply with Zoning Code Section 9-080. Separate sign permits must be obtained from the Code <br />Enforcement Officer in advance of erecting any signs. <br />Commissioner McPherson questioned if U-turns are permitted on northbound Old Highway 8, City <br />Planner Gundlach stated she believes that is permissible. A southbound exit option is available at the <br />southern entrance. Commissioner Schiferl suggested a stop sign be placed at Long Lake Rd and Old <br />Highway 8, and requested City Planner look into that option. Councilmember Phillips questioned if the <br />City required construction of a sidewalk with a new development. City Planner Gundlach agreed to look <br />into this, but doesn't think the current zoning code addresses this. <br />Commissioner Zisla stated if there were currently plans for a sidewalk, then it could be required. <br />The applicants. Erik Kellogg, with Landform and Vicki Stadther, with McDonald's were in attendance. <br />Commissioner Schiferl questioned the drive lane around the north and west end of the building, the <br />applicants replied that area is one way (one lane) traffic. The applicants addressed the crosswalk <br />requirement, and stated that area is primarily used for employee parking, or drive thru wait areas. <br />Commissioner Schiferl questioned the safety of the crosswalk at other locations. Ms. Stadther replied <br />this will likely be a safer situation then currently. The applicant requested the requirement of the <br />crosswalk painting be removed, and a "Watch for Pedestrian Sign" be installed. <br />Commissioner Schiferl addressed the landscaping plan. Ms. Stadther reported an irrigation system would <br />be installed. Mr. Kellogg reported that as the City does not have a landscape ordinance, a basic <br />landscape plan was submitted. City Planner Gundlach clarified the Zoning Code does require that a <br />landscape plan be submitted, but that the code is not specific as to what should be included in the plan. <br />
