Abdallah Kadid expressed his appreciation to the Planning Commission for their consideration.. Mr. <br />Kadid is a New Brighton resident and is looking forward to operating a business in New Brighton. • <br />Commissioner Danger questioned if a dealers license will be obtained. Mr. Kadid confirmed he will <br />obtain a five car dealer license, permitting a maximum of five cars at any one time. Commissioner Zisla <br />questioned if any screening would be required, City Planner Gundlach reported that because vehicles <br />would not be stored outside, landscape screening would not be a requirement. <br />Mr. Kadid reiterated that he does not intend to carry an inventory of cars on a regular basis, he intends to <br />serve as a broker. Commissioner Danger questioned if there is anything prohibiting the acquisition of <br />more than 5 cars. City Planner Gundlach reported there was nothing specific in the resolution, but <br />anytime . a dealer license is issued, the applicant is required to get zoning approval from the local <br />government. <br />Commissioner Zisla was in agreement with a condition being added to the resolution limiting the number <br />of cars. <br />Commissioner Schiferl asked if there were any additional comments, there were none. <br />Motion by Commissioner Zisla, seconded by Commisioner Alvey to close the Public Hearing. <br />Approved 6-0, the Public Hearing was closed. <br />City Planner Gundlach suggested the addition of condition number 5: <br />"The Special Use pertaining to auto sales is limited to 5 cars at any given time. <br />Commissioner Danger wanted to protect the City from a possible used car lot. <br />Motion by Commissioner Zisla, seconded by Commissioner Danger to approve the resolution with S <br />the 4 conditions recommended by staff and the addition of condition number 5 as stated by the <br />City Planner. <br />Approved 6-0, Motion Carried. <br />2. McDonald's USA LLC requests consideration of a Site Plan and Special Use Permit <br />to rebuild the existing McDonald's restaurant located at 729 Long Lake Road. <br />The applicant is requesting a Site Plan and Special Use Permit to permit reconstruction of the existing <br />McDonald's restaurant located at 729 Long Lake Road. The plans include retaining the two existing <br />pylon signs, the addition of a right -out only entrance/exit, and an otherwise total site demolition and <br />rebuild. The ,Special Use Permit is required in accordance with the drive-thru standards. that were <br />adopted in May of 2008. The Rice Creek Watershed District, MnDOT, and Ramsey County have <br />reviewed the plans and are nearing final approvals. <br />The applicant, McDonald's USA LLC, is the landowner. The restaurant is operated as a franchise. The <br />operator has been evaluating rebuilding vs. relocating for several years based on past conversations with <br />City staff. Generally, the site has been well maintained with minimal if no zoning or public: safety issues. <br />The applicant intends to start construction in May with a 13 week turn -around, assuming favorable <br />weather conditions. An overview of the proposed site plan was shared, generally all set backs, parking <br />stalls and building materials are in compliance. A landscape plan was submitted, city staff referred the <br />landscape plan to a consultant; who offered the following suggestions; The landscaping <br />recommendations include: include landscaping in the front yard (some exists today), include landscaping. S <br />at the base of the NE pylon sign (some exist today), include landscaping at the north & east side of trash <br />enclosure (specific plant material suggestions are provided), replace a juniper species with something <br />more salt tolerant, install an irrigation system or incorporate areas of native plantings, include <br />
