PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — MARCH 16, 2010 7:00 p.m. <br />Present: Commissioners James Alvey, Norm Schiferl, Verne McPherson, Steve Danger, Paul Zisla <br />and Erin Nichols Matkaiti <br />Absent: Commissioner Bruce Howard <br />Also Present: David Phillips -Council Member, Janice Gundlach-City Planner, and Katie Bruno -Office <br />Assistant. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes from February 16, 2010 were presented and approved. <br />Council Action: Council Member Phillips welcomed recently appointed member; Erin Nichols <br />Matkaiti, and reported Bruce Howard was reappointed to a three year term. It was reported that Mayor <br />Jacobsen and City Manger Lotter were attending the National League of Cities conference in Washington <br />D.C. Council continues to work on the 2010 and 2011 budgets. Council authorized staff to go forward <br />with procedures to address Emerald Ash Boar. Commissioner Schiferl questioned the status on the City <br />Forester position. Councilmember Phillips reported the City Forester position is not included in the 2010 <br />or 2011 budget, and staff is looking to find a University Intern to assist with forestry needs. <br />Public Hearing: <br />1. Abdallah Kadid requests consideration of a Special Use Permit to permit operation <br />of a full service automotive detailing, brokerage and sales services business out of the <br />existing building located at 833 3rd Street SW, Suite #1. <br />City Planner Gundlach reported the automotive services use would include detailing, minor repair, <br />brokerage and ancillary sales. The applicant proposes that all vehicles would be stored indoors during <br />non business hours. Additionally, the primary function of the business would be detailing with minor <br />repair, brokerage and sales being secondary. <br />The property in question is located within a small industrial -park setting. The building itself is one of a <br />group of four buildings, all owned and managed by Roseville Properties. Roseville Properties has <br />provided written consent for the applicant to pursue a Special Use Permit. No other Special Use Permits <br />were found on rzcord for any of the four buildings. Public hearing notices were sent to the 30 owners <br />that lie within 350' of the site, 1 inquiry was received; looking for clarification. <br />Staff recommends the commission recommends the item to Council for approval, subject to the following <br />conditions: <br />1. All vehicles being serviced and/or sold are parked indoors during non -business hours. <br />2. Unlicensed or inoperable vehicles cannot be stored on site. <br />3. Any signs require a Permanent Sign Permit. <br />4. The applicant obtains the necessary building permits, and the Building Official performs a final <br />inspection prior to opening the business. <br />
