W <br />CITY OF NEW BRI'orksession Item <br />PUBLIC WORKS/ENGIN LCtttt Nk--, vF.r ni\ i IV IL,1 N i <br />MEMORANDUM <br />DATE: April 23, 2010 <br />TO: Dean Lotter, City Manager <br />FROM: Grant Wyffels, Director of Public Works <br />Brad Martens, Facility Manager <br />SUBJECT: April 27, 2010 Worksession on FSC / WTP #1 Roof Bids <br />Background <br />On April 7th at 2:00pm the bids for the 2010 Reroofing of the Family Service Center (FSC) and <br />Water Treatment Plant were opened at City Hall in the council chambers. In total, 10 bids were <br />received. The formal bid tabulation is attached. <br />The low bid was submitted by Rayco Construction, Inc. for both EPDM and BUR type roofs, the <br />next low bidder was McPhillips Bros. Roofing Company which was significantly higher than <br />Rayco. The third low bid has several different combinations of low bidders depending on the <br />type of roof installed. The City Attorney was consulted and <br />stated that the bid must be rejected because the bid was improper and was not a valid bid. <br />Our options at this point are to award the bid to the second low bidder or reject all bids and rebid <br />again. We performed a background check on the low bidder to determine if they are a qualified <br />bidder as they may bid again in a rebid situation. Based on the background check, there is a <br />concern the low bidder is not qualified and may not be able to perform if they were to win the <br />low bid if the City rebids the project. <br />There is a significant cost difference, in the cost per square foot, between the FSC roof and the <br />Water Treatment Plant roof due to the complexity of the FSC roof. The main reasons for the <br />increase in cost for the FSC is the HVAC work at a cost of $90,000, the labor intensity due to <br />
