McDonald's USA LLC requests approval of a Site Plan and Special Use <br />Permit to rebuild the existing McDonald's restaurant located at 729 Long Lake <br />Road. Report No. 10-080. Resolution No. 10-023. <br />City Planner Janice Gundlach reported the applicant is requesting a Site Plan and Special <br />Use Permit to permit reconstruction of the existing McDonald's restaurant located at 721 <br />Long Lake Road (also known as 729 Long Lake Road). The plans include retaining the two <br />existing pylon signs, the addition of a right -out only entrance/exit, and an otherwise <br />total site demolition and rebuild. The Special Use Permit is required in accordance with <br />the drive-thru standards that were adopted in May of 2008. The Rice Creek Watershed <br />District, MnDOT, and Ramsey County have reviewed the plans and are nearing final approv, <br />A dual lane drive-thru is proposed. A Public Hearing was held March 16a', no public <br />testimony was given. Councilmember Phillips commended the applicant on a vastly <br />Improved site plan. Councilmember Phillips suggested the condition requiring crosswalk <br />striping be stricken at the applicant's request. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to adopt the <br />attached Resolution approving the Site Plan and Special Use Permit, subject to the following <br />conditions: <br />1. Incorporation of all recommendations made in the Interoffice Memos from the City <br />Engineer, Public Safety and Parks & Recreation staff, which includes the following: <br />a. The right -out only curb cut is reconfigured to prevent left turns. <br />2. Drive-thru hours may begin at 5 AM. <br />3. Not all wall signs depicted on Sheets A2.0 and A2.1 will be permitted but rather wall <br />signs shall comply with Zoning Code Section 9-080. Separate sign permits must be <br />reviewed and approved from the Code Enforcement Officer in advance of erecting any s <br />4. A "Do Not Enter" sign is erected on the south end of the one-way drive -aisle in the froi <br />restaurant. <br />5.
