April 13, 2010 <br />Director Wyffels suggested she notify Engineer Matic Hemdc. Kurt Uhnquist,1667 -17� Ave NW commented <br />that therecent mill and overlay on Long Lake Rd, looks substandard, and hopes this will not bethe case on this <br />project. <br />' Mayor Jacobsen asked ifthere were any additional comments, there were none. <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to close the Public <br />Hearing. <br />5 Ayes, 0 Nays -Motion Carried <br />The Public Hearing was closed at 7:19 pm. <br />Councilmember Bauman questioned the reason for the cost difference between single family and <br />multi family homes, and pointed out multi family residence have more vehicles using the road. <br />Director Wyffels reported assessments are on a "per lot' basis, and the assessments are pro rated <br />as to the benefit received to the property. Director Wyffels suggested any changes to the <br />assessments can be reviewed at the assessments hearing. City Attorney LeFevere also offered <br />clarification on the assessment procedure; special assessments are to be supported by benefit to <br />the property; the legal term, "special benefit;" meaning an increase in fair market value by the <br />amount of the assessment. <br />Councilmember Burg questioned if the City has looked into installing conduit for future fiber <br />use. Director Wyffels replied that is not being considered at this time, and suggested directional <br />drilling as the need arises. <br />Motion by Councilmember Burg, seconded by Councilmember Bauman to: <br />1) To hold a Public Improvement Hearing on proposed Project 10-1, 2010 Street Reconstruction. <br />2) To adopt the Resolution ordering Project 10-1, 2010 Street Reconstruction as proposed in the <br />feasibility study, authorize staff to proceed with the preparation of the plans and specifications <br />and designate the City Engineer as the engineer for this improvement. <br />5 Ayes, 0 Nays -Motion Carried <br />Motion by Councilmember Burg, seconded by Councilmember Phillips to request staff to <br />conduct a feasibility report on fiber conduit. <br />5 Ayes, 0 Nays -Motion Carried <br />Page 4 of 8 <br />
