Call to Order <br />The meeting was called to order at 6:30 p.m. by Chair Norton. <br />II. Roll Call <br />Present: Commissioners Frischman, Harreld, Heinrich, Jacobsen, Norton, Strub, Trevorrow and <br />Council liaison Burg. <br />Absent: None <br />Also Present: Parks and Recreation Director Sandy Breuer, Assistant Parks and Recreation <br />Director Jason West, Facilities Manager Brad Martens, Facility Use Coordinator Jeanne Balfanz, <br />Office Assistant Jodelle Olson and resident Jordan Kortas. <br />I1I. Minutes of March 3, 2010 <br />MOTION BY HEINRICH, SECONDED BY HARRELD, TO ACCEPT THE MARCH 3, 2010 <br />MINUTES AS PRESENTED. MOTION CARRIED. <br />The two new commissioners; Strub and Jacobsen were welcomed and introductions were made. <br />IV. Trails Committee Update — Brian Strub; Chair <br />Brian Strub gave the Trails Committee Update. The Committee discussed Complete Streets. <br />Strub read the definition to the Parks, Recreation and Environmental Commission. Strub <br />extended an invitation to everyone including all those who previously attended Trails Committee <br />meetings. <br />V. Correspondence <br />A. Council Report — Council Member Burg <br />Burg stated there was a work session the first Tuesday of the month. <br />• Council requested financials for TIF (Tax Increment Financing) and NWQ <br />(Northwest Quadrant). A new company was hired to put the financial <br />information together so now it is easier to follow. <br />• Burg stated there was a library meeting with Jan Parker. We are one step <br />closer to having the library move here to the FSC. North St. Paul has a library <br />in the Community Center and their business has grown. We are working on <br />the architectural challenges. Burg feels it will be a good fit. <br />• Burg stated she encouraged Council Members to reconsider moving the Parks, <br />Recreation and Environmental Commission back to the Council Chambers so <br />it can be recorded each month but the Council did not support it. Burg felt it <br />would be a good way for the Parks, Recreation and Environmental <br />Commission to get the EAB (Emerald Ash Borer) information out to the <br />public. <br />• Discussion occurred on what venue would be best to get the EAB information <br />out to the public. Videos, speakers, info at the Town Hall meeting were all <br />mentioned. The Town Hall meeting is May 22 d and that will focus on EAB. <br />There was discussion about whether a forestry person would be hired. Burg <br />informed the Commission that years ago Chris Wolla was hired as an intern the <br />first year and then a seasonal for three years. Burg feels this is a good way to go <br />about it. <br />
